Description

Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for technical services for the above-mentioned contract.

All bidders must comply with the requirements set out in the contract documents. These can only be obtained through the electronic tendering system (SEAO) at http://www.seao.gouv.qc.ca or by calling 418-646-0177 for residents of the Quebec City area and toll-free 1-877-336-7326 for residents outside Quebec City.

Caution: Please note that only the documents required by the Company under the terms of this call for tenders must be submitted with the bid, in order to avoid any situation that would result in the bid being restrictive or conditional.

Recommendation to submit bids electronically

The Company has undertaken initiatives for its digital transformation and, therefore, strongly recommends that bidders submit their bids electronically via the SEAO.

Authorization to contract/certification from Revenu Québec

It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec attestation and, where applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Bidders and/or in the Complementary Instructions.

Non-participation in the invitation to tender

Any person or company who has obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and send it to the Company at the following e-mail address: infosoumissiondimcq@sqi.gouv.qc.ca .

DURATION OF CONTRACT

The services covered by this call for tenders are required for a term of 60 months, starting April 1, 2025.

TENDER GUARANTEE

No bid security is required. Tenderers should note that if they refuse to proceed with their tender, the Company may reject any tender submitted by them to the Company for the next two years.

CONDITIONS

Only bids submitted by tenderers who meet the following conditions will be considered:

1. have in Quebec, or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;

SITE VISIT

Bidders should note that a site visit is mandatory for their bid to be considered. Bidders must make an appointment by sending a request to the following e-mail address: cdube4@sqi.gouv.qc.ca and present themselves at the scheduled location, on the date and at the time set by the person in charge of visits. The Company reserves the right to refuse a bidder's request to make an appointment for a site visit if the request is sent less than 10 days before the deadline for receipt of bids.

This mandatory visit is a condition of a bidder's eligibility. It is therefore the responsibility of all bidders to attend the confirmed visit and to sign the attendance register provided for this purpose at the site of the visit.

Consequently, a bidder's failure to attend the visit will render him ineligible to submit a bid for this call for tenders.

No verbal information provided to any bidder at this meeting shall engage the responsibility of the Company.

RECEIPT AND OPENING OF BIDS

Receipt of bids :

a) Paper bids :

Paper bids must be received at the Company's bid receiving counter, located at 100, rue Laviolette, Suite RC-01, Trois-Rivières (Québec) G8T 7T4, no later than the deadline date and time indicated in the Additional Instructions.

b) Bids submitted electronically :

Electronic bids must be received via the SEAO at the following address: http://www.seao.gouv.qc.ca, no later than the closing date and time indicated in the Additional Instructions.

For technical questions regarding electronic bid submission, please contact the SEAO customer service department at 418-646-0177 for residents of the Quebec City area and toll-free at 1-877-336-7326 for residents outside Quebec City.

Tender opening :

The public opening of bids will take place on the date and at the time indicated for the receipt of bids. The only opportunity for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible.

INFORMATION

Tenderers wishing to receive further information concerning the invitation to tender must send a written request to the e-mail address below, quoting the contract number. If such a request for clarification is received two working days or less before the closing date and time for receipt of bids, the Company reserves the right not to consider it.
