The subject of this publication is the conclusion of quality contracts according to § 110a SGB V in the service area respiratory weaning of long-term ventilated patients between AOK PLUS - Die Gesundheitskasse für Sachsen und Thüringen and hospitals in the Free States of Saxony and Thuringia that specialize in weaning.
The contract is concluded within the framework of a so-called open-house procedure, i.e. a quality contract in the service area of respiratory weaning of long-term ventilated patients is concluded with every interested hospital that meets the participation requirements, subject to uniform conditions and a uniform access procedure. The number of insured persons to be treated is unknown when the contract is concluded and depends in particular on the number of patients to be treated, the effect of additional incentives regulated in the contract on the insured persons of AOK PLUS or their legal representatives, other hospitals, contracted physicians and intensive care services, as well as the selection among the hospitals contracted within the framework of this procedure, which is made exclusively by the insured person. A minimum number of insured persons to be treated is therefore not guaranteed. Internal estimates assume approximately 20 participants per year for each of the Free States of Saxony and Thuringia. This figure is an estimate based on past experience. The figure is for orientation purposes only and does not represent a binding call-off volume. The call from the quality contract according to § 110a SGB V is made after individual participation of the insured of AOK PLUS according to the contractual provisions. Interested hospitals can download the participation documents via the project room of the German Contract Portal (DTVP). This first requires an application for access to the project room. Once access has been granted by the contracting authority, the participation documents can then be accessed. The prerequisite for concluding a quality contract in the service area of respiratory weaning for long-term ventilated patients is that the interested hospital submits the participation documents completely filled out and signed. A quality contract is concluded with each hospital that meets the participation requirements. The contract enters into force upon signature by AOK PLUS and begins upon confirmation of successful registration of the quality contract by the Institute for Quality and Transparency in Health Care (IQTIG). The confirmation of the IQTIG is usually available within approx. 4 weeks. Participation documents can be submitted for the first time until 03.07.2022. In this case, the contract begins at the earliest on 01.08.2022. Later accessions to this contract are possible during the term on every 3rd of a month. The complete participation documents must be submitted by this date and proof must be provided that the participation requirements have been met. The health insurance company will arrange for registration with the IQTIC immediately after complete receipt of the participation documents and fulfillment of all participation requirements. All contracts concluded within the framework of this open-house procedure end on 31.07.2028, irrespective of the date on which the contract was concluded. The complete participation documents must be submitted in writing by post and in advance electronically (as a scan by e-mail) to the address stated under I.1). To meet the deadline, timely receipt of the application for participation by the contracting agency as a scan by e-mail is sufficient; the original written contracts must be submitted without delay. If the day of the submission deadline falls on a Saturday, Sunday or national public holiday, the next working day shall take the place of such day. In case of later receipt (after the 3rd of a month), the submitted participation documents will be considered as of the 3rd of the following month. AOK PLUS reserves the right to make such questions and the answers thereto available in anonymized form to all other interested hospitals, provided that they are of general interest within the framework of the procedure.
