This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number for this requirement is PUR190157. This solicitation is issued as a Request for Quotes (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03.
This requirement is issued as a full and open competition. The associated NAICS code is 441310, Automotive Parts and Accessories Stores.
Background
The National Transportation Safety Board (NTSB) is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.
Minimum Requirement/Functionality
The NTSB has a requirement for three (3) commercially available off-the-shelf (COTS) Handheld Laser Tire Tread Depth Measurement Tools, brand name or equal to the Groove Glove Tire Tread Measurement Tools with manufacture part number TPIGG001 by Tire Profile. The tool shall include associated software to run professional data reports gathered from the tool. The Groove Glove tire tread laser scanning tool or equal will be used to document the condition of various vehicle tires for investigations by the NTSB Office of Highway Safety (HS). The tool shall provide a laser scan of the 360 degrees around the tire in a simple manner and includes a professional report documenting the scans.
The salient features of the laser tire tread measuring tool are:
• Portable, lightweight and durable handheld laser-based tire scanner
• Works anywhere with a Wi-Fi signal
• Integrated camera for license plate recognition
• Precisely measures over 600 points across the tire
• Provides a single-page color-coded detailed report
• Provides detailed tire tread depth and vehicle alignment recommendations
Description of Requirement
The NTSB has a requirement for:
Line Item Number 0001: Handheld Laser Tire Tread Depth Measuring Tool, Quantity: 3 Each, Need by Date: Fifteen (15) Days After Date of Award to FOB Destination: 490 L'Enfant Plaza, SW, Washington, DC 20594.

Technical Acceptability
Technical Acceptability will be based on the described minimum features/functionality of the requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Offerors shall submit a White Paper providing a detailed description of the handheld laser tire tread measuring tool equal if providing a quote for other than the Tire Profile TPIGG001 to assist the NTSB in determining the technical acceptability. The White Paper shall be no more than 10 pages. Offers received for equal products will be considered unresponsive if the requested White Paper is not included.
Basis for Award
The Government intends to award one (1) purchase order to the responsible offeror whose quote conforms to the RFQ, will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors. The Government reserves the right to reject any or all quotes if such action is in the public interest.
Responsibility Determination
In order to be eligible for award, the Contracting Officer must determine that the offeror is responsible according to the standards of FAR 9.1, "Responsible Prospective Contractors".
Awardee shall be registered in the System for Award Management (SAM) at time of award.
Evaluation Process
The NTSB will evaluate each offeror based on 1) the technical capabilities of the quoted product in comparison to the brand name Tire Profile product number TPIGG001 if quoting an equal; 2) timeliness of delivery of product; offerors will be evaluated more favorably if requested products are delivered before fifteen (15) days after date of award; 3) the overall quoted price for the product and associated delivery charges. The NTSB will conduct a comparative evaluation of quotes in accordance with FAR 13.106-2 Evaluation of quotations or offers to determine the offeror that represents the best value to the NTSB.
Technical Factors 1) the technical capabilities of the quoted product in comparison to the brand name Tire Profile product number TPIGG001 if quoting an equal and 2) timeliness of delivery of product are of equal importance. Technical Factors are more important than price. However, as quotes become more equal in non-price factors, price becomes more important. To be eligible for award, pricing quoted must be determined to be fair and reasonable.

Your quote shall be received no later than 5:00 p.m., Eastern Day Time (EDT), on August 14, 2019. LATE QUOTES MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors - Commercial Items.

The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
