INFORMATION As of October 23, 2024, tender documents will be available to any person or company on the "Système électronique d'appel d'offres" (SEAO) website. The price list can be found under "Customer service". Tender documents can only be obtained via the SEAO. APPLICABLE INTERGOVERNMENTAL AGREEMENTS This invitation to tender is subject to the following intergovernmental agreements: - TRADE AND COOPERATION AGREEMENT BETWEEN QUEBEC AND ONTARIO; - CANADIAN FREE TRADE AGREEMENT; SUMMARY DESCRIPTION OF WORK THE PUBLIC ORGANIZATION wishes to enter into a standing order contract with a SINGLE SUPPLIER for the purchase of toilet tissue, hand paper and facial tissue. Each establishment of the PUBLIC ORGANIZATION is responsible for evaluating its needs in terms of toilet paper, hand paper and facial tissue, and is responsible for making its own purchases. Thus, although toilet paper, handkerchief and tissue purchases are recurrent, the pace and frequency of acquisitions are uncertain. CLOSING, RECEIPT AND OPENING OF TENDERS To be valid and considered, tenders (one (1) original with no copies) must be placed in a sealed envelope marked "Tender for Toilet Paper Standing Order Contract, and must be received at 8, rue Monseigneur Lafortune, Saint-Paul (Québec) J6E 6G7 (Atelier SRM), no later than November 25, 2024 at 09:30 a.m., local time, to be publicly opened at the same place, on the same day, at the same time. Any bid received after this time will be automatically rejected. L'ORGANISME PUBLIC does not undertake to accept any of the bids received under this call for tenders. Bids may also be submitted electronically. In this case, bids may only be submitted via the electronic tendering system (SEAO) at the following address: https://www.seao.gouv.qc.ca/ INFORMATION MEETING AND SITE VISIT No information meeting or site visit is planned. TENDER GUARANTEE The TENDER must provide a Tender Guarantee with its Tender, in the lump sum amount of TWO THOUSAND DOLLARS ($2,000.00). If the Bid is transmitted electronically, the Bid Security must be in the form of a bond issued by a Financial Institution and comply with the provisions of the Bid Bond model reproduced in Appendix 4.01 of the Bid Form. If the Tender is transmitted on paper, the Tender Guarantee must be produced in one of the following forms: a) a bond issued by a Financial Institution and complying with the provisions of the model Tender Bond reproduced in Appendix 4.01 of the Tender Form; b) a certified cheque, money order or bank draft, made payable to ORGANISME PUBLIC; CLOSURE OF OFFICES If, for exceptional circumstances, ORGANISME PUBLIC should close its doors on the day indicated for the site visit and/or for the receipt of tenders, this date will be postponed to the next working day, at the same place and time. The present notice of invitation to tender represents an overview of certain conditions set forth in the tender documents, of which it forms an integral part.
