The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services.
Requirement: AFRVSD has a requirement for a standalone room disinfection system to decontaminate spaces within USU and AFRRI where various species of animals are housed and where procedures occur. The selected system for AFRVSD's system must effectively decontaminate areas where harmful pathogens are introduced. The system must utilize a dry mist technology to prevent damage to sensitive electronics. The system needs to be portable and have a delay feature that allows users to safely set the machine and leave the room (prior to operation) to ensure the user is not exposed to the toxicity of the decontamination chemicals. At a minimum, the system must disinfect 10,000 cubic feet/hour.
Intended Recipient: Quip Laboratories, Inc., Wilmington, DE, 19802-2403
Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to Quip Laboratories, Inc. for one (1) Halosil Halo Disinfection System. Quip Laboratories is the exclusive reseller of Halosil products. The system includes one HaloShieldTM with reusable HVAC vent covers, dehumidifier, HaloMistTM, power module, chemical indicator system for residues, and chemical indicator strips.
Sole Source Justification: The HaloFogger it the only known system that meets the AFRVSD requirement. The Halo Fogger is a dry-mist hydrogen-peroxide room disinfection system that is used for disinfecting purposes such as decontaminating procedure rooms, quarantine rooms, or surgical spaces. Because the hydrogen-peroxide is fogged into the air, the disinfectant is able to penetrate crevices where contamination might be present. Because the disinfectant is dry, the disinfectant is safe to use with electronic equipment. Dry mist hydrogen peroxide does not leave residues which optimizes the post disinfection process optimal and promotes better chemical safety when used appropriately.
The Halo Fogger uses healthcare grade vaporized hydrogen peroxide to infiltrate pores on surfaces and provide residue free decontamination with non-toxic byproducts. The Halo Disinfection SystemTM eliminates 99.9999% of Clostridium difficile (C. diff) spores, as well as many other pathogens.
While there are other disinfection systems available on the market (e.g. UV light, chemicals, radiation), these systems are not as effective because room shadows can obscure light application (UV Light/radiation), chemical disinfectants can leave toxic and/or carcinogenic residues behind and/or can damage sensitive electronics. Unlike the aforementioned systems, the Halo Fogger dry mist system is able to permeate the entire room and penetrate all cracks and crevices. This requirement will be solicited to one source in accordance with FAR 13.106-1(b)(1)(1)(i).
In accordance with 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested offerors are authorized resellers of the Halo Disinfection System. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
