Description

Grande Spirit Foundation is seeking to create a collaborative relationship (such as a Public Private Partnership (P3) model) which merges its goals with the ability of financial markets and industry leaders to deliver
the project with cost certainty on fixed schedules and long-term support to ensure quality facilities over the duration of the
project.

THE OPPORTUNITY
Representing 11 municipalities and with over 150 dedicated staff, the Grande Spirit Foundation provides reasonably
priced housing, quality care and dignity through 1200 housing units for over 2000 seniors and families in the Grande
Prairie area.
The Grande Spirit Foundation was formed in 1960, although the commitment to housing and caring for area Seniors
Citizens goes back to just after the Second World War. The municipal leaders of the region decided that a home for the
Seniors Citizens of the area was needed and in 1949 the first home was built.
Since that time there has been:
• 5 Senior Lodges/Villas with 427 units that offer meals, housekeeping, recreation, assistance with medication and
24 hour staffing.
• 15 Seniors Apartment Complexes with 278 units offering both independent living, and supportive living with
tenants accessing services as needed.
• 52 designated living level 4 and 4D (dementia) units completed in 2024.
In addition to the senior facilities, the Grande Spirit Foundation’s mandate expanded in 1993 to include housing services
for low-income families and individuals. Four housing options providing over 500 units are available through:
• Direct rentals of publicly owned buildings
• Private Landlord Rent Supplement Program
• Direct Rent Supplement Assistance
• Affordable Housing Program

The Grande Spirit Foundation also manages 17 wheelchair accessible units and a 70-unit affordable housing apartment
building for the Grande Prairie Residential Society, as well as Hearthstone Manor, a 40 unit affordable housing apartment
building owned by the City of Grande Prairie.
Proponents will understand and embrace the vision and values of Grande Spirit Foundation (GSF).
Proponents will have proven experience with facilities/space allocation models, best practices in other jurisdictions,
feasibility studies, and integrated business cases that chart the course of a viable, economical, and strategically-sound plan.
The Preferred Proponent will work with GSF to establish the contractual relationship between the parties and will develop
financing options to develop this prime site and its facilities.
A Proponent with knowledge and experience working within the seniors’ housing and supportive living sector, including
the governance and legislative framework would be an asset.
The Preferred Proponent will provide a proposal for the structure of the relationship with GSF and will work with GSF to
establish the necessary contractual structure related to the ownership, design, build, operation, management and
maintenance of the facilities and property described. In this RFP, GSF will contribute the land described in Appendix D as
part of its equity contribution to the Project. The Preferred Proponent will work with GSF to develop a plan for the
development of the proposed lands provided by the County of Grande Prairie and possibly the government of Alberta. The
Preferred Proponent will develop in coordination with GSF, P3CP, and their agents, a project management plan to execute
the completed project.
