Subject: Request for Quotations number 19SN1024Q0039
Enclosed is a Request for Quotations (RFQ) for Gardening Services at three (3) US Government properties in Singapore.  If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a pre-quotation conference at one of the sites, 27 Napier Road, Singapore 258508.  The pre-quotation conference will be held on September 16, 2024 @ 10.30am (local Singapore time) at the US Embassy Singapore.  Prospective offerors/quoters should contact the Contracting Officer at SGProcurementRFQ@state.gov by September 12, 2024 @ 16:30 hours (Singapore Time) for additional information or to arrange entry to the building.  Prospective offerors/quoters must submit the name of company, name of attendees, NRIC or passport numbers accordingly for security clearance.  Attendance is limited to one (1) person per company.
Quotations are due by September 30, 2024 @ 16:30 hours (Singapore Times). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.  In order to submit a proposal, the offerors/quoters must attend the site visit.
Your quotation must be submitted electronically to SGProcurementRFQ@state.gov  It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
In order for a quotation to be considered, you must also complete and submit the following:

SF-1449 (Blocks 12, 17, 19 – 24 and 30 appropriately filled up and signed)
Section I, Pricing
Section 5 Representations and Certifications
Additional information as required in Section 3
“The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11;”
Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
Other Information:
1.         Quoters are urged to submit written questions by fax or email at least 3 working days prior to the scheduled pre-proposal conference date. Questions shall be addressed to the attention of the Contracting Officer at email: SGProcurementRFQ@state.gov.
2.         Attendees may also bring their written questions to the pre-proposal conference.
3.         Statements made by the Embassy during the pre-quotation conference shall not constitute to be a change in solicitation unless a written amendment is issued.
4.         All questions and answers will be posted on SAM.gov after the pre-quotation conference.
5.         The validity of the quotation is 120 days from the close date of the RFQ.
