Description
SBH | Schulbau Hamburg, as a state-owned enterprise of the Free and Hanseatic City of Hamburg (hereinafter referred to as SBH), has the task of planning, building, maintaining and managing the school properties in accordance with economic principles, taking into account the school's needs, and of leasing the more than 400 schools to the Ministry of Schools and Vocational Training (BSB).
GMH | Gebäudemanagement Hamburg GmbH (hereinafter referred to as GMH) is a municipal company that provides construction, operation and management services for over 50 general education school properties in the south of Hamburg (Wilhelmsburg and Harburg) and for around 30 properties (not schools) through the University Construction | Sports and Special Real Estate division.
SBH and GMH as the client (AG) award the construction of complete GA, AOE, MBE and EnMS systems in accordance with the individual items and functional system descriptions of the call-off contract in several lots in general education and vocational schools in Hamburg and at various GMH properties. In the Free Hanseatic City of Hamburg (FHH), the role of owner for school properties is held by the special fund for school properties (SV), which is affiliated with HGV Hamburger Gesellschaft für Vermögens- und Be-teiligungsmanagement mbH.
The Ministry for Schools and Vocational Training (BSB) in turn rents the schools from SV and makes the properties available for the operation of general education schools in Hamburg. SBH and GMH provide the construction/management/administration services required for the real estate operation for the tenant. SBH and GMH have the same real estate service function for vocational schools (vocational schools) and university properties as for general schools. The overall contract is awarded as a call-off contract in 3 lots with the same content and comprises the implementation of the professional equipment of the locations selected by the client with an overall system consisting of GA, AOE, MBE and EnMS in accordance with the specifications at various school locations of SBH and GMH.
Bidding consortia are permitted. The locations are spread across the entire federal state of Hamburg and are not necessarily local.
The planned order volume of the call-off services per lot is between 40 T? and 1,500 T? per year net-to. This variance is due to the fact that in the first project it is necessary to check and compare whether all the criteria required in the invitation to tender have been fulfilled by the contractor to a sufficient standard. Depending on how time-consuming this process is and which requirements result from it, the further ramp-up curve can then be determined up to a maximum volume of 1,500T? In order to increase flexibility and to be able to realize several projects at the same time and to have sufficient resources available, but also to minimize the quality risk for the client, several lots (here 3) are tendered for the provision of services (benevolent note from the client).
