Notice of Intent to Issue a Sole Source Contract:
On behalf of Fort Belvoir Community Hospital, located at 9300 Dewitt Loop, Fort Belvoir, VA 22060, and its two outlying Family Health Centers (Family Health Centers Fairfax, located at 10580 Arrowhead Drive, Fairfax, VA 22030; and Family Health Centers Dumfries, located at 3700 Fettler Park, Dumfries, VA 22035), the Defense Health Agency (DHA), National Capital Region-Contracting Division (NCR-CD) intends to solicit and negotiate a contract solely with Spectrum Healthcare Resources, Inc. located at 12647 Olive Boulevard, Suite 600, Saint Louis, Missouri 63141.
The requirement is for two Family Health Centers (see description of requirement below). The applicable NAICS Code is 621498, with a small business size standard of $20.5 million. No solicitation is available at this time.
Scope of Work:
The Contractor shall provide the following:
This requirement is for two Family Health Centers operating as extensions of Fort Belvoir Community Hospital, located in Fort Belvoir, Virginia. The estimated dates of this requirement are from 01 July 2019 to 30 June 2020. This requirement provides for all facilities, staffing, equipment, maintenance, and supplies to provide primary healthcare and selected specialty healthcare for an enrolled population of approximately 51,000 Tricare beneficiaries. The facilities each have full service primary care capabilities and supporting ancillary services, including but not limited to: Family Practice, Pediatrics, Internal Medicine, Pharmacy, Laboratory, and Radiology. Family Health Centers also support limited specialty care, including Physical Therapy, Optometry, OB/GYN, and Orthopedics. The facilities accommodate government-operated and staffed Behavioral Health programs.
The contract type contemplated is Firm Fixed Price.
The proposed action consists of an interim contract for continued provisions of the services described above while the long-term contract is undergoing phase-in and facilities preparations. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). This is applicable when services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Then full and open competition need not be provided for, and services may be deemed to be available from only the original source in the case of follow-on contracts for the continued provision of highly specialized services. This is applicable when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
Spectrum Healthcare Resources, Inc. is the proposed source for this requirement because, as the incumbent contractor for the current contract and the contractor for the re-competed effort, it is currently providing all services, including new facilities preparations in accordance with the terms and conditions of the re-competed effort, and is the only readily available, responsible source capable of providing all the services by the required start date of 01 July 2019. The current contract was awarded to Spectrum Healthcare Resources, Inc. as a sole source contract, number HT0014-18-C-0004. The re-competed effort was awarded to Spectrum Healthcare Resources, Inc. as a full and open, competed contract, number HT0014-18-D-0030.
The current contract, HT0014-18-C-0004, expires on 30 June 2019 with no options or extensions remaining. A contract is required to continue services until the phase-in and facilities preparations are completed under the re-competed effort, and until medical operations can start under the re-competed effort. Based on contract history and market research, potential contractors cannot meet the lead-time requirements necessary to provide all services, including facilities, by the contract start date. If services lapse, 51,000 Tricare beneficiaries, including service members, veterans and their families, would lose their access to the primary and specialty healthcare services they currently receive at both Family Health Centers.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet Fort Belvoir Community Hospital's needs.
