Description

Facilitation services are being tendered for the business units of the Berlin fire department and police managed by BIM GmbH. The portfolio comprises a gross floor area of approx. 92,000 m² and includes both the existing fire department and police buildings as well as the newly realized cooperative control center (completion expected Q2\/2027).
The contractor is to provide management services for comprehensive, comprehensive technical and infrastructural operational management. These are basically divided into operational management in facility management (including property management, documentation & reporting, IT-supported services, defect claim management/warranty tracking) as well as technical building management services (including operational management/property operation, maintenance, tree inspection, energy management, operational services) and infrastructural services (including maintenance cleaning, green/greens maintenance, winter services and security services). In addition, once the cooperative control center has been completed, the service provider must provide commissioning support before the standard services of integrated management can take place.

The property to be managed consists of 2 business units (fire department and police) with a total gross floor area of approx. 92,000 m².
The portfolio poses a particular challenge due to the way the properties are used and the socially and politically relevant activities carried out by the users. In terms of ongoing management, the properties are characterized by the complexity of structural and technical conditions and specific usage requirements. In terms of the type and intensity of use (in some cases 24/7 use) as well as the size, accessibility and, in particular, the facilities, the properties are very heterogeneous and challenging to manage. In addition, specifications from DIN EN 50600 in accordance with the required availability class VK-3 must be achieved for the new construction of the cooperative control center and the performance must be proven.
The services will be awarded in 1 lot. The following services are planned for the present contract award:
? One-off services (implementation, expansion (services at the end of the contract)) as well as commissioning support for the new construction of the cooperative control center
? Operational management in facility management (including property management, updating and maintenance of service specifications, documentation and reporting, consumption controlling, IT-supported services, defect claims management\/warranty management,
? Technical facility management services (including operational management/property operation, recurring inspections, maintenance, tree inspection, stability inspection in accordance with VDI 6200
? Infrastructural building management services (including maintenance cleaning, glass cleaning, green/grass maintenance, winter services, security services)
