France - Explosive detection system

Description

The purpose of this contract is to provide portable explosive detectors and their supporting elements (including documentation, training and spare parts) to the Ministry of Defence's demining teams to meet the need to detect and identify a wide spectrum of explosives. This proposed contract is subject to the competitive dialogue procedure in accordance with the provisions of Article 42 of Ordinance No. 2015-899 and Articles 21-ll, 67 and 68 of Decree No. 2016-361; this contract includes both fixed-rate services and other services that may be ordered by purchase orders pursuant to Article 72 of Decree No. 2016-361.In accordance with Article 84 of Decree 2016-361, as the contract may present significant technical uncertainties, it will include a proportion of supplies and services that could not be precisely defined in the initial public contract; this publication concerns only a call for applications.
