PROJECT OVERVIEW
EIPS Board Profile
The Board of Trustees of Elk Island Public Schools “EIPS” is one of Alberta's largest school divisions, serving approximately 17,500 students in 42 schools. The geographical area includes 19 schools in Sherwood Park, five in rural Strathcona County, five in Lamont County, nine in the City of Fort Saskatchewan and four in Vegreville (County of Minburn).
Scope of Work
Elk Island Public Schools (EIPS) is requesting Pre-Qualification submissions from qualified Mechanical Contractors for two (2) upcoming projects, the Salisbury Composite High (SAL) Chiller Replacement project and the Lakeland Ridge (LLR) Boiler Replacement project.
The SAL Chiller Replacement includes the removal and replacement of the Water-Cooled Chiller and Cooling Tooling. SAL is located at 20 Festival Way, Sherwood Park, AB.
The LLR Boiler Replacement includes the removal and replacement of 5 boilers, including piping and flue modifications, and associated equipment and controls upgrades. LLR is located at 101 Crimson Drive, Sherwood Park, AB.
The purpose of this RFQ (Phase 1) is to select a shortlist of qualified Mechanical Contractors to participate in a Call for Tender (Phase 2) for the identified mechanical projects. The two projects identified will have separate Calls for Tender (Phase 2). See Schedule “A” for more details. The form of contract upon tender acceptance will be a current CCDC2-2020 Stipulated Price Contract including EIPS’ Supplementary Conditions.
PROPOSAL RESPONSE REQUIREMENTS
Response to be submitted in the following order:
1. RFPQ terms and conditions:
1. The terms and conditions governing this RFPQ are outlined in RFPQ Terms and Conditions.
2. The successful Respondent(s) will be invited to submit a proposal (Phase 2) to ‘Call for Tender(s)’.
2. Proposals Submitted shall include:
1. One copy of the submission emailed to purchasing@eips.ca before the closing date and time
indicated on the cover page.
3. Insurance:
1. Respondents to provide an up-to date Certificate of Insurance (COI) for Commercial General
Liability insurance in the amount of no less than Ten Million ($10,000,000.00) per occurrence and no less than Ten Million ($10,000,000.00) aggregate including Non-owned Auto with a minimum amount of Two Million ($2,000,000.00)
2. Automobile liability on all vehicles owned, operated, or licensed in the name of the contractor not less than Five Million ($5,000,000.00) per occurrence.
3. The COI must not be expired and “The Board of Trustees of Elk Island Public Schools” must be included as an additional Insured and include a 30-day notice of cancellation clause.
4. The Respondent must provide claims history for the past five (5) years.
5. The Respondent must provide a broker (or insurer) letter confirming contractor can obtain Course of Construction coverage, including Boiler & Machinery Coverage with testing and commissioning limits up to One Million ($1,000,000.00) as may be required during the actual tendering process. 6. The Respondent must provide a broker (or insurer) letter confirming the contractor can obtain Wrap-up Liability Coverage with limits up to Twenty Million ($20,000,000.00) as may be required during the tendering process.
4. Letter of Surety – Capacity:
The Respondent must provide a Letter of Surety of per project bonding capacity based on a project up to One Million ($1,000,000.00).
1. Bid Bonds of 10%, and Performance, Labour and Material Bonds of 50% will be required during the actual tendering process.
5. Certificate of Recognition:
1. Respondents must provide a valid Certificate of Recognition.
6. Worker’s compensation:
1. Respondents must provide a current WCB clearance letter.
7. SUPPLEMENTAL SUBMISSION REQUIREMENTS
1. Experience and Past Performance
Respondents must identify four (4) comparable projects completed within the last five (5) years, utilizing the Schedule “B” – CCDC 11-2019 Contractor’s Qualification Statement - APPENDIX B form provided below. Fully complete and submit one (1) form per project. If and where possible, submit reference projects completed for ‘The Board of Trustees of Elk Island Public Schools’. Evaluations will be based on: form completion, relevancy, comparable projects, complexity, cost, project experience for owner (if applicable) etc.
8. Philosophy
1. Describe the Bidder’s philosophy towards working on school sites, working for school boards, and understanding of the issues and challenges around having classroom space ready for school year activities.
9. Health and Safety
1. Provide the Bidders job site safety programs. If the documentation for the safety programs is too long, please provide a Table of Contents. Ensure the Table of Contents includes adequate details for what is included in the program.
2. Provide the Bidders job site safety record (Identifying first aids, near misses, lost time incidents and employee hours worked in the last three (3) years.
3. Provide the WCB Employer Premium Rate Statement- Summary for Rate Year 2024.
4. Provide the WCB Employer Report Card which includes data claim history from 2020 to 2024.
