Description
1. Project Objective
The Project “Provide SATCOM Ground Segment Electronic Protective Measure (EPM) Systems” will deliver a new anti-jamming capability to deployed NATO Headquarters. The system to be delivered, Electronic Protective Measure Modem System, hereafter referred to as the EPM equipment, will give NATO deployed forces access to NATO’s strategic communications infrastructure and provide secure and resilient satellite data services.
2. Scope of work
The scope of this procurement encompasses the provision of a new EPM equipment that adheres to the specifications of STANAG 4606 Edition 3 and includes additional capabilities such as enhanced data rates and multiple demodulation capability. Also in the scope are included the associated control and planning capabilities and crypto production and configuration capabilities.
The project will prove, as well, the ability of the EPM equipment to transport operational traffic in presence of heavy jamming and interference. This will include broadband jamming and other jamming and electronic warfare techniques. The scope includes Engineering Support services, to help the Purchaser with the integration of the modems into existing and emerging capabilities, at different locations, as well as with the adaption and validation of security configurations. Specifically, the EPM equipment shall be comprised of the following system components/subsystems:
1. modem sub-systems
2. modem controllers
3. crypto key production facility
4. link planning tool
5. associated ancillaries and cables required for connectivity, power supply, monitoring and system control
The EPM equipment components will be deployed and hosted across the fleet of different NATO capabilities, as follows:
1) NATO Satellite Anchor Components (SGS/SGTs)
2) NATO Transportable Satellite Ground Terminals (TSGTs) of several generations
3) NATO DBAC (Deployable Baseband Augmentation Capability) and HBAC (Hosted Baseband Anchor Capability)
4) NATO Crypto Facility for the Crypto Key Production Facility
5) NATO Space Segment Operations Desk for the Link Planning Tool
6) NCI Academy
The project will also deliver and integrate applications and licences in support of:
1) EPM Modems
2) EPM equipment controllers, where applicable
3) EPM equipment link planning tool
4) EPM equipment crypto key production facility
The successful bidder will be required to handle and store Crypto Controlled Items andclassified information up to the level of NATO SΞCRET.
3. Warranty
All the provided EPM modems including hardware, software and algorithms delivered underthe frame of this project will be covered by warranty provided by the Contractor for a period ofminimum one (1) year after FSA. The warranty includes at least corrective maintenance of theresidual software/algorithms deficiencies and replacement/repair of faulty HW at no additionalcost for the Purchaser.
