RAFT DRAFT DRAFT
The purpose of this announcement is to release a Draft Request for Proposal (RFP) to industry for the purpose of requesting feedback from sources capable of meeting the JTF-GTMO Detainee Support Services requirements prior to the release of the formal RFP.
THIS IS A REQUEST FOR INFORMATION ONLY. This draft RFP is issued solely for information and planning purposes. It does not constitute a formal solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is seeking feedback from any potential offerors that choose to provide it; however, the Government is not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this draft RFP. All costs associated with responding to this will be solely at the responding party's expense.
Documents that are available for feedback as part of the draft RFP package are: DRAFT SF 1449 Solicitation,  Attachment 1 - DRAFT PWS JDG JTF-GTMO Detainee Support Services; Attachment 2 - DRAFT CLIN Structure JTF-GTMO Detainee Support Services;  DRAFT DD254 DoD Contract Security Classification Specification.
All information provided in these draft documents are notional, and the Government may add, remove, or change them before the RFP is released.
Information Requested:
Interested offerors/vendors are invited to submit comments to the Government to ensure the draft Request for Proposal is understood and clear for any potential offerors to bid on the work contained.  The Government’s intent is to submit an RFP for the work described in the draft RFP.  Any feedback or clarification requested will help the Government to ensure that the resultant RFP accurately and clearly describes the intended work to meet the Government’s requirements. The Government welcomes industry feedback with respect to any of the documents provided in this posting.
The Government requests that responses to this Draft RFP be submitted using the Attachments aforementioned. All information received in response to this draft RFP that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
Submission Details: Offerors shall review the solicitation and its amendments (if applicable) and submit only written questions and/or comments with the Subject Line Reference: Questions/Comments/Exceptions for Joint Detention Group (JDG) Joint Task Force-Guantanamo Bay (JTF-GTMO) Detainee Support Services (JDG JTF-GTMO Detainee Support Services, W912CL-25-R-0001). The deadline for the submittal of all Questions/Comments/Exceptions is no later than 1:00 PM Central Standard Time on Monday, 03 December 2024.
