Description
Donegal County Council is commencing the preparation of the Six Strategic Towns Local Area Plan 2026 (covering the settlements of Carndonagh, Bridgend, An Clochan Liath (Dungloe), Killybegs, Donegal Town and Ballyshannon) and is seeking tenders from a suitably qualified consultancy with relevant expertise for the provision of Strategic Flood Risk Assessment (SFRA) including related services: including a Strategic Flood Risk Assessment Report (SFRAR) and a revised SFRAR with respect to any relevant Proposed Material Alterations which may be made to the Draft Local Area Plan. The new Six Strategic Towns Local Area Plan will provide the statutory land use/development planning framework including policies, objectives and land use zonings for the Settlements of Carndonagh, Bridgend, An Clochan Liath (Dungloe), Killybegs, Donegal Town and Ballyshannon. For clarity: • The Six Strategic Towns Local Area Plan sits within the framework of/is subservient to the County Donegal Development Plan (CDP) 2024-2030. • The Council undertook Strategic Flood Risk Assessment for the CDP 2024-2030, therefore SFRA for other settlements/areas in Donegal is not required as part of this tender. See: RevisedSFRAoftheDraftCDP2024incPMAs2024-2030.pdf (donegalcoco.ie) • Said SFRA for the CDP 2024-2030 produced Mid-Range and High-End Future Scenario Flood Zone Mapping for the entire County (derived from CFRAMS, NCFHM and, where same not available, NIFM flood risk mapping) including the settlements covered by the Six Strategic Towns Local Area Plan 2026-2032 (See Appendix C of said SFRA). Consequently, the generation of new flood zone mapping will not be required as part of this tender and this fact should be reflected in the calculation of the tender quotations. • Tender responses should provide a breakdown of costs to each project stage (e.g. Preparation of the SFRAR, revised SFRAR).
