SUMMARY:Through this Request for Proposals, the District of Peachland invites Proposals from organizations that are experienced in both; Management of construction (as either Construction Manager or General Contractor) for new-build educational facilities, and delivering projects under the Construction Management Delivery Model; to provide Construction Management Services and Work (as defined in the CCDC5B Contract) for the District’s new Peachland Childcare Centre Project.Project Summary:Key details of the Peachland Childcare Centre Project (the “Project”) are as follows:Project Location: a new greenfield site at 5481 Clements Crescent, Peachland, BC (to be renamed as 5601 Wild Goose Street, Peachland).Current Project Status: the Project currently has a conceptual design completed, and the District is in the RFP evaluation stage to select an Architect and Prime Consultant.  Funding for the Project is confirmed as part of an overall $12.2 million grant from the Province of British Columbia’s ChildcareBC New Spaces Fund to the District of Peachland, which was announced by the Province on August 9th, 2024Overall Project Objective:  design and construct a new all-inclusive and universally accessible all-ages childcare centre in Peachland, to create 104 new childcare spaces to address the community’s childcare supply shortage.  The spaces will include 50 spaces for the 0-5 year age category, and 54 spaces for school-age children.  The Project shall also achieve additional objectives including;High-quality architectural design.Ensuring environmental (green building requirements) and social sustainability.Creating an inclusive facility, including optimal accessibility standards for children with mobility and sensory challenges.Delivering a building which is climate-change, wildfire and flood resistant.Ensuring the Project meets all licensing and statutory requirements for the 104 new childcare spaces, including those for different age groups.Childcare Centre Project Features:  the Project will include the following key building/construction features, based on the approved conceptual design:New childcare centre building with approximately 10,000 square feet of interior space.Outdoor play area, including play equipmentParking lot circulation that includes parking, child drop-off areas, plus pedestrian and bicyclist access and parking.Project Scope Area: the scope of the Project will be all groundwork, buildings, structures, and improvements that are within the “Project Scope Area” as defined in Exhibit A.   Note: the Project Scope Area could be extended by the District during the Pre-Construction Services, to include the riparian area shown in Exhibit A, for a low-impact naturalized outdoor play area.Out of Project Scope:  Any works that are outside of the Project Scope Area (as defined in Exhibit A) shall be excluded from the scope of the Construction Manager’s Services and Work for this Project, except that the Project and Construction Manager’s Services and Work shall include bringing power/ shallow utilities (electricity & gas) to the Project, which may include Services and Work to define requirements beyond the Project Scope Area.Project Construction Budget: For construction of the Project, excluding costs for Architect and engineering Services (the “Project Construction Budget”) the District has a maximum of $9.6 million (excluding GST) available.  This Project Construction Budget includes contingencies and is the absolute maximum funds available for Project construction.Phases and Timeline:  The Project currently has some conceptual designs and a Class D Cost Estimate completed. Following selection of the Project Architect and Prime Consultant, Schematic Design services are anticipated to commence on or after October 14, 2024.  Design Development Phase and Construction Documents Phase Services should be complete no later than April 15, 2025.  Construction is scheduled to commence in June 2025, with all construction complete and the Project at ‘Ready for Takeover’ stage no later than December 31, 2026.Project Delivery Model: the Project will be delivered using the ‘Construction Management’ delivery method, whereby the Construction Manger for the Project (selected as a result of this RFP #2024-029) will be recruited prior to the completion of Schematic Design Phase (to be performed by the Project Architect) under the CCDC 5B-2010 Construction Management Contract – for Services and Construction. During Schematic Design and Design Development Phases of the Project, the Construction Manager will provide constructability input into the design process with the aim of improving constructability, optimal scheduling, and cost optimization for the Project.  Once Construction Documents for the Project are completed by the Architect, the Construction Manager shall conduct sub-trade/product procurement activities; and following this, the District’s intent is to use the Stipulated Price Option in CCDC5B to execute a CCDC2-2020 Stipulated Price Contract for the Construction of the Project. Pre-Requisites For Respondents to this RFP:Before submitting a Proposal to this RFP, interested parties shall take note of the following pre-requisites that all Respondents must demonstrate:Childcare / Educational Facility Construction Experience: In Part D, Appendix D (Respondent Experience Form); among other things, Respondents must demonstrate that they have delivered at least two previous projects as the General Contractor / Construction Manager, for the construction of Child Educational Facilities (defined as either; an elementary school for children up to and including age 12, a child care centre for children up to and including 12 years old, or a pre-school or daycare for children up to elementary school age; that were licensed as such in accordance with the BC Child Care Licensing Regulation)Construction Management Experience: In Part D, Appendix B (Methodology Form); among other things, Respondents must demonstrate their expertise in delivering projects under the ‘Construction Management’ Delivery Model (CCDC5B, CCDC5A or equivalent), which must have included the Respondent performing both; provision of constructability input during design, and the conduct of competitive quotation processes for subtrades / products for the project. The submission requirements of the above-mentioned forms will be strictly followed during the RFP evaluation, and Respondents that fail to demonstrate the ‘Pass’ requirement or Minimum Score threshold in each form will be removed from further consideration during the evaluation process.  Interested parties are strongly encouraged to check that they meet the experience pre-requisites and submission requirements of this RFP, prior to submitting a Proposal.Full details of the Services and Work required, and instructions to submit a Proposal are contained in the attached RFP Documents.
