Description
DFS Deutsche Flugsicherung GmbH (DFS), based in Langen, Hesse, is responsible for air traffic control in Germany. To this end, it operates a nationwide infrastructure for positioning, navigation and radio as well as radar control centers and control towers at the airports and is a consumer of electricity at the corresponding locations.
The electricity consumption of DFS is distributed across approximately 350 consumption points with energy supply company meters. Just over half of the meters at the airports are located in 16 so-called closed distribution networks or customer systems. The remaining meters outside the airports are distributed across a further 60 general supply networks nationwide. Apart from the RLM meters, which are mandatory for consumption points with consumption >100,000 kWh, most of the DFS meters are electronic meters that cannot be read remotely and some are still mechanical meters.
In a first step, DFS intends to convert the existing utility meters at around 180 locations in the general supply networks to digital, remotely readable electricity meters with recording load profile measurement, so-called smart meters. Through the self-initiated switch from the metering point operator with basic responsibility to a nationwide standardized competitive metering point operator, DFS aims to
- establish a standardized metering infrastructure,
- exploit the technological potential of digital meters and
- control not only the performance but also the timing of the changeover.
The Contractor is to carry out the metering point operation for electricity within the meaning of ยง3 MsbG for all locations listed in Annex 1 in the future and carry out the conversion to smart meters (rollout) and also provide various metering services.
