Development environment specialists for the evolution and maintenance of the development path (2024-2027) - Contract to be executed on request
DESCRIPTION OF MANDATE
Revenu Québec requires service providers to carry out work in the field of information technology.
Revenu Québec will compile an unlimited list of qualified service providers, based on price only.
To meet its needs, Revenu Québec has identified the following profile:
- Profile 1 : Development environment specialist
As part of the present call for tenders, a hybrid mode (combination of telecommuting and office presence) will be required of resources. More specifically, each resource will be required to spend one (1) to two (2) face-to-face days per week exclusively at the Marly Building, 3800 rue de Marly, Quebec City, Quebec, G1X 4A5.
Resources must be located in the Quebec City area, and must comply with all security rules relating to telecommuting, as previously mentioned in the call for tenders document or in force at Revenu Québec at the time of their service.
Work under this call for tenders will commence from the date of the last contract signature until March 31, 2027.
OBTAINING TENDER DOCUMENTS
Tender documents are available from the Système électronique d'appel d'offres (SEAO).
RECEIPT AND OPENING OF TENDERS
Bids must be marked in the tender documents and sent to the following address:

no later than Monday, November 25, 2024 at 2 p.m., local time, to the attention of Ms. Marie-Ève Hébert.
Bids will be opened publicly by teleconference at 2 p.m. local time on Wednesday, November 27, 2024. It is also possible to attend in person by presenting yourself at 1:50 p.m. at the reception desk located at the security station near the gates, mentioning your first and last name, the title and the tender number. A security officer will contact the designated contact person to escort you to the dedicated room.
SERVICE PROVIDERS ELIGIBLE TO BID
Only qualified service providers with an establishment in Quebec or one of the territories covered by the applicable agreements and who have obtained the tender documents distributed by SEAO are eligible to submit a bid.
QUALITY ASSURANCE SYSTEM
In addition to the above conditions, the service provider must hold an ISO 9001-2015 registration certificate.
The service provider is required to provide with its bid, regardless of the amount, a copy of its registration certificate issued by a registrar accredited by the Standards Council of Canada or by an accreditation body recognized by it. This certificate indicates that it has a quality assurance system covering the field of information technology, in compliance with the ISO 9001:2015 standard.
LIMITATION
A limitation clause will be inserted, where appropriate, when drafting requests for assistance.
COMPLAINT AND DESIGNATED REPRESENTATIVE
A complaint may be lodged if the current call for tenders contains conditions that do not ensure fair and equitable treatment of competitors, do not allow competitors to participate even though they are qualified to meet the expressed needs, or do not otherwise comply with the normative framework.
