Details of the criteria are given in the consultation regulations. Mandatory evidence of the candidate's qualities and capabilities: Each candidate or each member of the candidate team must produce the following documents: 1) form. DC1 form, containing all the information required to identify all the members of the consortium. 2) form. DC2 FORM. 3) The documents defined below, enabling assessment of their professional activity, economic and financial capacity, technical and professional skills: a) For the architect(s): copy of certificate of registration with the Ordre des Architectes or, for foreign architects, proof of authorization to practice in their country of origin b) A presentation of the candidate: name, company name, legal form, competence(ies) exercised in the case of grouping. c) For the builder (general contractor or each contractor in the case of a consortium): a description of the material and technical equipment that the candidate will have available for carrying out the public contract. d) The candidate's staffing resources: a statement indicating the average annual workforce of the candidate or each member of the consortium, and the number of supervisory staff for each of the last three years. e) The total turnover and turnover for the services and work covered by the contract, carried out over the last three available financial years, for each candidate or member of the consortium. Candidates may prove their financial capacity by any other document considered equivalent by the project owner if they are objectively unable to provide any of the information requested concerning their financial capacity f) the general contractor or each member of the consortium must submit a list of 3 to 5 significant references, in particular for individual housing projects and for the construction of new housing units, including individual and collective housing projects for gendarmeries, police stations, prisons, industrial or commercial buildings with a high level of security in terms of design and construction, of a size and thermal level equivalent to the present project, completed and handed over within the last 5 years. g) The Architect must submit a list of 3 (minimum) to 5 (maximum) significant references, in particular of individual and collective housing operations for gendarmerie, police stations, prisons, industrial or tertiary buildings with a high requirement in terms of security in design and execution, of a size and thermal level equivalent to the present project, executed and handed over within the last 5 years. h) For each "technical study" skill (fluids, thermal engineering, environmental engineering, including the ability to draw up carbon and life cycle studies for building materials, acoustics, BIM management, construction economics), a list of 3 significant references, in particular for housing, technical buildings and office buildings of a size and thermal standard equivalent to the present project, carried out over the last 3 years. i) The lead contractor must provide a methodological note describing the composition and organization of the consortium, and the specific measures it intends to take to successfully carry out this contract, and guaranteeing the client that the project will comply with the operation's program, both in terms of design and execution. A Single European Market Document (DUME), drawn up in French, may be submitted by the candidate, each co-contractor and each sub-contractor. Minimum specific level(s) required: The design-build contract is a single contract to be awarded to a group of economic operators with at least the following skills: "all trades builder", presented by a general contractor or grouped contractors (qualified and insured to carry out all trades work); "architecture" skills and ability to draw up administrative authorization documents, presented by one or more architects; "technical studies" skills covering all basic building techniques and all the following skills: - Fluids, - Thermal engineering, - Environmental engineering (including the ability to draw up carbon and life cycle studies for building materials), - Acoustics, - BIM management, - Construction economics. Maximum number of candidates admitted to submit a bid: 3 Additional information: The contract may be awarded on the basis of initial bids, without negotiation. A bonus of 50,000 euros (excl. VAT) will be paid to the candidates. This bonus will be paid to each participant for the submission of compliant services.
