Section III: Legal, economic, financial and technical information III.1) Conditions for participation III.1.2) Economic and financial capacity List and brief description of the selection criteria: Mandatory supporting documents to be produced concerning the candidate's qualities and capacities: Each candidate or each member of the candidate team must produce the following documents: 1) form DC1, containing all information enabling all members of the group to be identified. 2) Form DC2. 4) The documents defined below enabling assessment of their professional activity, economic and financial capacity, and technical and professional skills: a) For the architect(s): copy of the certificate of registration with the Ordre des Architectes or, for foreign architects, proof of authorization to practice in their country of origin. b) A presentation of the candidate: name, company name, legal form, skill(s) exercised in the case of a group. c) For the builder (general contractor or each contractor in the case of a group): a description of the material and technical equipment that the candidate will have available for carrying out the public contract. A Single European Market Document (DUME), drafted in French, may be submitted by the candidate, each co-contractor and each sub-contractor. d) Candidate's personnel resources: a statement indicating the average annual workforce of the candidate or each member of the consortium, and the number of supervisory staff for each of the last three years. e) Overall turnover and turnover for the services and work covered by the contract, over the last three financial years available, for each candidate or member of the consortium. Candidates may prove their financial capacity by any other document deemed equivalent by the project owner if they are objectively unable to provide any of the information requested concerning their financial capacity. f) The General Contractor or each member of the consortium must submit a list of no more than 3 significant construction references and no more than 3 significant rehabilitation references (i.e. 6 references), in particular design and construction projects for multi-family housing of a size and thermal standard equivalent to the present project, completed and handed over within the last 5 years. g) The Architect must submit a list of no more than 3 significant construction references and no more than 3 significant rehabilitation references (i.e. 6 references), in particular multi-family housing projects of equivalent size and thermal standard to the present project, completed and handed over within the last 5 years. The references must specify the name of the client, the year of completion, the cost and the content of the work. h) For each "technical study" skill (fluids, thermal, environmental, acoustic, construction economics), a list of 3 significant references, in particular for large-scale projects of a thermal standard equivalent to the present project, carried out over the last 5 years. i) The lead contractor must provide a methodological note (maximum 5 pages A4 recto-verso) describing the composition and organization of the consortium and the specific measures it intends to mobilize for the successful execution of this contract, and guaranteeing to the project owner that the project will comply, in both design and execution, with the program of the operation.
