1 Stadtwerke Leipzig GmbH (hereinafter referred to as "Stadtwerke Leipzig") is the municipal supplier of electricity, gas and heat in Leipzig. Stadtwerke Leipzig operates several combined heat and power plants in Leipzig, including the GUD cogeneration plant North, the HKW Süd, several combined heat and power plants and heating plants that supply the Leipzig district heating network with heat. Stadtwerke Leipzig supplies around a third of Leipzig's inhabitants with heat via the approximately 500-kilometer-long district heating network. The electricity, gas and district heating network required for this is operated by the client (a subsidiary of Stadtwerke Leipzig). Due to Leipzig's efforts to be climate-neutral by 2040, the existing infrastructures are to be rethought. A first step in this direction is the phasing out of coal and the associated end to the supply of heat from the Lippendorf power plant. To compensate for these heat quantities, a significant proportion of district heating can come from previously unused industrial waste heat in addition to in-house generation in new power plants.

The industrial plants of TotalEnergies Raffinerie Mitteldeutschland (hereinafter: "TRM") harbor great potential for the use of industrial waste heat. This waste heat is therefore to be fed into the city of Leipzig's district heating network. The construction of a district heating line including the necessary technical facilities from Leuna to Kulkwitz, collectively referred to as the "project", serves this purpose.

2 In order for the project to be realized, a project approval under public law in the form of a planning approval decision is required.

3. the client was commissioned by Stadtwerke Leipzig GmbH with the realization of the project.
