Description
Description of the Refill project:
1.1 Stadtwerke Leipzig GmbH (hereinafter referred to as "Stadtwerke Leipzig") is the municipal supplier of electricity, gas and heat in Leipzig. Stadtwerke Leipzig operates several combined heat and power plants in Leipzig, including GUD-Heizkraftwerk Nord, HKW Süd, several combined heat and power plants and heating plants that supply the Leipzig district heating network with heat. Leipziger Stadtwerke supplies around a third of Leipzig's inhabitants with heat via the approximately 500-kilometer-long district heating network. The electricity, gas and district heating network required for this is operated by the client (a subsidiary of Stadtwerke Leipzig). Due to Leipzig's efforts to be climate-neutral by 2040, the existing infrastructures are to be rethought. A first step in this direction is the phasing out of coal and the associated end to the supply of heat from the Lippendorf power plant. To compensate for these heat quantities, a significant proportion of the district heating can come from previously unused industrial waste heat in addition to in-house generation in new power plants.
The industrial plants of TotalEnergies Raffinerie Mitteldeutschland (hereinafter: "TRM") harbor great potential for the use of industrial waste heat. This waste heat is therefore to be fed into the city of Leipzig's district heating network. The transfer of the usable waste heat quantities is to take place via a new heat exchanger station (hereinafter referred to as "WÜST") to be built on the TRM premises (parcel 969, parcel 3, Spergau district, sheet 1067) to an approximately 19-kilometer-long connecting road to Kulkwitz. A new pressure boosting station will also be built there as part of the project.
As part of the overall project and the efforts to achieve climate neutrality, parts of the heat supply are to be converted to hydrogen. To ensure this, the construction of a hydrogen route parallel to the district heating route is planned.
The above is referred to collectively as the "project".
1.2 In order for the project to be realized, a project approval under public law in the form of a planning approval decision is required. The planning approval procedure has not yet been completed. The findings from the application and the procedure to date have been incorporated into the project description.
1.3 The client has been commissioned by Stadtwerke Leipzig GmbH to implement the project.
