This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-19-086 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-02. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Virginia Tech Transportation Institute (VTTI) - Virginia Polytechnic Institute and State University - 3500 Transportation Research Plaza (0536) Blacksburg, VA 24061 to provide the following services:
1. Obtain Institutional Review Board (IRB) approval, as necessary, for the data sharing approach. Research teams accessing the data will need to obtain a separate IRB approval for their projects as part of the Data Use License (DUL) process.
2. Develop and implement any necessary user processes required to secure access to these data within the STAC SDE, including DUL applications and organizational approval.
a. Note that restrictions in the consent form and IRB applications for the SPDS dataset indicate that only VTTI and National Institutes of Health (NIH) personnel will have access to the data for additional analyses.
3. Develop and employ the infrastructure and software necessary to provide SPDS dataset access at the FHWA STAC SDE, leveraging existing infrastructure and software developed by VTTI in a separate effort with the FHWA STAC.
4. Assure the following capabilities for STAC users:
a. Viewing of time series video and audio data
b. Coding and other processing done within the STAC SDE using basic tools (e.g., spreadsheets)
c. Querying of video and audio data in 30 second clips - viewing of longer events, however, could occur by making repeated calls for successive segments of data
d. Accessing time series data through an Application Program Interface (API) - VTTI will provide basic instructions for execution of API calls, but more complex coding to incorporate API access into existing or new analysis tools is not included within the scope of the current effort.
i. API access will be controlled by an existing license manager application
ii. API data access will require the conversion of the existing database into an API-friendly format. This task is part of the current effort.
5. Cost Basis: Estimate 200 hours billed hourly
6. Estimate Period of Performance: July 1, 2019 through August 17, 2020.
This procurement is in support of the development and execution of processes to make Supervised Practice Driving Data (SPDS; including sensitive PII video and audio data) accessible for research use within a safe data repository (FHWA STAC SDE) established at the Turner Fairbanks Highway Research Center of the Federal Highway Administration, located in McLean, VA.
The SBR Branch required access to data collected as part of the NICHD funded research that resides at a safe enclave at the VTTI because it contains personally identifiable information such as video and GPS coordinates. These data are only available from VTTI but could also be accessed by IRB approved investigators @ Federal Highways in Maryland, close to NIH campus. Only VTTI can prepare the data for transfer to Federal Highways.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items ; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the services specified in this synopsis should submit a copy of their quotation to the following email address robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery/turnaround timeframe, warranties and other information that demonstrates that the offer meets all of the foregoing requirements.
