Description
The proposed contract requires the development of a framework for an audit program that will be implemented in the new Category 4 – Value-added (Category 4) program of BC Timber Sales of the Ministry of Forests.To be registered in Category 4, applicants must meet the eligibility criteria. Category 4 timber sale licences contain the new performance obligation and fulfillment of this obligation is paramount to the success of the licence holder and the program. A framework for an audit program is needed to ensure Category 4 registrants continue to meet the eligibility criteria and to verify whether they have satisfied the performance obligation. Audits will be done randomly and on an as needed basis.The contract will require an understanding of financial information (e.g., costs, invoices, production reports, etc.) related to manufacturing facilities that produce value-added wood products. An understanding of business finances will support developing a framework for an audit program that meets the needs of Category 4.Contract deliverables will be planned for completion throughout the term of the contract to ensure a final audit framework is approved by BC Timber Sales at the end of the term.
