Germany - Creation of an integrated pioneer concept for the district of Marburg-Biedenkopf

Description

The district of Marburg-Biedenkopf intends to draw up an integrated pioneering concept to ensure that the district achieves greenhouse gas neutrality by 2040. The subject of the tender is the external support in the creation of the concept by the bidder (contractor) for the district of Marburg-Biedenkopf (client), in accordance with the specifications of the funding guideline 'Creation of an integrated pioneer concept' of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).

Here, the use of expert, external service providers for concept development, organization and implementation of stakeholder participation as well as accompanying public relations work is funded by the federal government's municipal guideline. In cooperation with the service provider, existing climate protection strategies and measures are to be updated, concretized and made more ambitious. This is based on all previous climate protection activities and, in particular, the integrated climate protection concept drawn up at the end of 2011, the 100% Climate Protection Master Plan from 2013 and the climate protection action programs of the district of Marburg-Biedenkopf.

In accordance with the requirements of the funding program, the integrated pioneer concept must include the following content modules, among others:

? target of greenhouse gas neutrality by 2040,
? formation of a working group with at least three relevant administrative units,
? a trend scenario as a reference and a climate protection pioneer scenario as a target,
? climate protection strategies,
? a catalog of measures,
? and a strategy for "climate-neutral local government" by 2035.
