Description
Petrojam Limited hereby invites eligible bidders with suitable experience and resources to perform non-destructive testing of heat exchanger tube bundles and Regen pipelines.
This is for its Turnaround 2024 exercise which will be performed at its 75 Marcus Garvey Drive, Kingston 15 location.
The expected duration of the project is 25 calendar days.
International bidders are eligible. While they are not required to submit a Jamaican tax compliance certificate and public procurement commission (PPC) certificate at the time of bid submission, they will be if they are successful prior to the contract being awarded.
The contractor is required to supply all the materials, except as stated herein as being:
- owner-furnished
- quality assurance
- supervision
- labour
- transportation
- tools
- equipment
They will also be expected to supply other services, necessary to perform NDT Inspection, including:
- tubular inspection (remote field testing) on heat
- exchanger bundles
- guided wave ultrasonic testing
- phased array ultrasonic testing
The bidder is required to provide Petrojam Limited with the following prior to contract signing:
- a valid Jamaican tax compliance certificate
- a valid letter of registration with the PPC of Jamaica in a general service, specializing in non-destructive testing
- ultrasonic thickness measuring and refinery inspection

Instructions to bidders
This tender opportunity will proceed according to the dates given in the BDS at ITB 7.1, ITB 24.1 and ITB 27.1.

Tubular inspection
The contractor shall perform internal rotary inspection system and/or remote field testing on 45 heat exchanger bundles. This consists of both finned and bare tubes, air-pin heat exchangers to detect internal and external surface degradation such as corrosion, erosion, pitting, fretting and gradual wall loss generally found in ferromagnetic tubing.
Analysis of data obtained and creating preliminary tube map drawings to identify tube(s) were and were not tested, plugged or obstructed and what depth of defects were found in individual tube.
A contractor’s on-site supervisor/coordinator is required to prepare and submit a daily electronic recording and forecast activity report to the Petrojam’s representative. This will include the recording of hydro-blasting concerns, bundles scheduled for next shift, arrival and return date of bundle to and from blast area, bundles completed against plan and tracking of time against plan.
The contractor is responsible for the quality assurance of the data acquired for all tubes. The contractor’s duty is to inform Petrojam’s representative of any anomalies and suggest any action to ameliorate the quality or remediate to any problem.
The contractor will produce:
- a detailed work schedule to complete the work within the stipulated time period in consultation with the project manager
- a final report of inspection
- guided wave ultrasonics, b-scans and phased array ultrasonic testing on the piping and fittings in the Regen circuit to detect internal surface and weld corrosions
