The District of North Vancouver (“District”) invites detailed Proposals from consultant firms (“Proponents”) with expertise in land use planning and the development of zoning regulations to assist staff in writing a new zoning bylaw for the District of North Vancouver..Proponents interested in this opportunity are invited to submit a Proposal..BackgroundThe Zoning Bylaw Rewrite is the first comprehensive update to the document since its adoption in 1965. With shifting community needs over the last decades, and the recent provincial requirement to update both the OCP and the Zoning Bylaw to accommodate twenty (20) years of residential growth, it is an opportune time to modernize the entire Zoning Bylaw. The Zoning Bylaw Rewrite has 3 key priorities:1. Align the Zoning Bylaw with recent District plans, policies, and initiatives, such as streamlining development processes, supporting housing diversity, promoting active transportation, supporting economic development, and addressing environmental and climate issues..2. Support the OCP Update with required Zoning Bylaw changes that accommodate twenty (20) years of housing needs by December 31, 2025..3. Modernize the Zoning Bylaw and improve its usability, including preparing it for a better digital interface, by clarifying, and where possible simplifying, regulations, and by improving the graphic quality..Applicable trade agreement is the New West Partnership Trade Agreement (NWPTA) .
