TENDER TITLE

Consulting expertise in IT governance and business process optimization

MANDATE DESCRIPTION

Revenu Québec requires a service provider to provide consulting and coaching services in the areas of information technology governance and business process optimization.

Services will be provided at Revenu Québec offices in Quebec City, Montreal or Laval, as well as through telecommuting (hybrid mode).

The contract is for a period of three years.

OBTAINING TENDER DOCUMENTS

Tender documents are available from the Electronic Tendering System (SEAO).

RECEIPT AND OPENING OF TENDERS

Bids must be marked in the tender documents and sent to the following address:

no later than November 25, 2024 at 2 p.m., local time, to the attention of Laurent Giguère.

Bids will be opened publicly by teleconference at 2 p.m. local time, 48 hours after the deadline for receipt of bids. It is also possible to attend in person by presenting yourself at 1:50 p.m. at the reception desk located at the security station near the gates, mentioning your first and last name, the title and number of the call for tenders. A security officer will contact the designated contact person to escort you to the dedicated room.

SERVICE PROVIDERS ELIGIBLE TO BID

Only qualified service providers with an establishment in Quebec or one of the territories covered by the applicable agreements and who have obtained the tender documents distributed by SEAO are eligible to submit a bid.

QUALITY ASSURANCE SYSTEM

In addition to the above-mentioned conditions, the service provider must hold an ISO 9001-2015 registration certificate.

LIMITATION

A limitation clause will be inserted, where appropriate, when drafting requests for intervention.

COMPLAINT AND DESIGNATED REPRESENTATIVE

A complaint may be lodged if the current call for tender documents provide for conditions that do not ensure the fair and honest treatment of competitors, do not allow competitors to participate even though they are qualified to meet the needs expressed, or do not otherwise comply with the normative framework.

For further information on how to proceed, please consult the Procedure for the receipt and examination of complaints provided for in section 21.0.3 of the Act respecting contracting by public bodies (IN-690).

Revenu Québec does not undertake to accept any of the bids received, even the lowest price.
