HOWOGE Wohnungsbaugesellschaft mbH is planning to build a multi-family house under the project name "SES" on the property at Sewanstraße 220-256 in the district of Lichtenberg in the immediate vicinity of the Berlin Zoo. On a plot of approx. 4,210 m2, a multi-family building with a full basement and a gross floor area of approx. 12,600 m2 with 116 residential units will be built. For continuation see point II.2.4
The building is designed as a block along Sewanstrasse with 5 full stories throughout. The building is accessed from the north from Sewanstrasse. There are 3 main entrances on the first floor, which are assigned to the respective high points with the central staircases and elevators. The high points have a parapet height of 25 m (VIII floors), 19 m (VI floors) and 22 m (VII floors). The continuous bar has a parapet height of 15 m (V floors) and is a total of 105 m long and 15 m deep. The entire building will have barrier-free access and is planned with 50% barrier-free apartments. The building is planned according to the currently valid GEG and in accordance with the requirements of the BEG EH 40+ subsidy program and must be realized in this way. This includes an air-source heat pump and PV modules on the roof. South of the new building is planned a road of drain asphalt, which serves the access by the fire department. At the same time, the area will serve as a playground. Painting the surface enhances it as a play area and divides the area. Rain infiltration of the built-up areas is planned to be decentralized on the property. The neighboring property to the east is owned by BGG Berlinovo Grundstücksentwicklungs-GmbH. The neighboring company is also planning a 5-story superstructure on the currently existing parking area along Sewanstrasse, but without a basement. Berlinovo's new building will be directly adjacent to Howoge's new building and will be constructed at about the same time. The services to be awarded concern the turnkey construction of the building project by a general contractor (CO or GÜ) within the framework of a short GÜ model based on the design and approval planning prepared by the client. The building permit according to §34 of the Berlin Building Code has been available since March 2022. It is intended to apply for a tektur, because the function of the first floor of the building has changed (original use - car parking, new use - apartments). The plans already include this status. On the basis of the present completed plans of LPH 3; LPH 4, the building permit as well as individual guiding details for LPH 5 of the general planner (GP) commissioned by HOWOGE (AG), a functional performance specification (FLB) and the negotiations to be conducted, a GÜ contract is to be concluded with a general contractor (AN). The services to be awarded comprise as general contractor services all structural and technical construction services for the construction of the residential buildings as well as all necessary planning services in the relevant service areas of object planning, technical equipment, structural design and open space planning including all still required expert and expert services (e.g. SiGeKo). Prior to the construction of the building project, the planning task of the general contractor consists, among other things, of drawing up a complete implementation plan for the construction of the building on the basis provided and, in doing so, optimizing the planning status achieved to date. For the building project and the services to be awarded (KG 300-700), a cost ceiling of € 3,275/sqm living space (gross) is specified, i.e. a total of € 25.110 million (gross), which must be strictly adhered to. This cost ceiling was determined on the basis of a fixed investment budget. This investment budget represents the maximum financial resources available for commissioning the GÜ and thus the maximum permissible remuneration that can and may be promised and spent for the GÜ services to be awarded.A subsequent budget increase or other representation of missing financial resources is excluded. Should all awardable bids exceed the aforementioned cost ceiling, the award will be cancelled due to inefficiency.
