PUBLIC TENDER NOTICE ACL-00784
The Owner, Le Havre Paulois, having its mailing address at P.O. Box 209, Guilbord Street, Saint-Paul QC J6E 3E0, requests tenders for the construction of 20 housing units in Saint-Paul.
Interested parties can only obtain tender documents through the OESC electronic tendering system. ( www.seao.ca or for the Montreal area at 514-856-6600 or toll-free outside at 1-866-669-7326).
Bids must be accompanied by the following documents made out to the order of the designated Employer, LE HAVRE PAULOIS :

Construction Bid Form signed by an authorized person, and cost breakdown
Prohibited Bidder's Certificate of Prohibited Status" form
Absence of establishment in Quebec" form (if applicable)
Bid bond
Attestation from Revenu Québec
Photocopy of the building contractor's licence from the Régie du bâtiment du Québec
Resolution for authorization to sign the submission (if applicable)
Addendum (if applicable)
Letter of Intent for Performance Bond
Letter of Intent for Contractor's Pledge, Material and Services Bonding
Letter of intent for construction site insurance
Letter of Intent for Liability Insurance

The bid bond and letter of consent must be valid for ninety (90) days from the bid opening date.
The bid security will be released to the Contractor within ten (10) days of contract signing in exchange for the performance security and the labour and material payment security.

Only contractors with a business office in Quebec and holding the required licence under the Building Act are eligible to bid.
A contractor holding a restricted licence issued by the Régie du bâtiment du Québec is not eligible to submit a tender; this ineligibility also applies to the tenderer's subcontractors.
The contractor and his subcontractors must perform the work in accordance with Novoclimat requirements, and specifically, his ventilation subcontractor must be officially registered on the list of contractors accredited by the Ministère des Ressources naturelles et Faune du Québec.
Tenderers are responsible for the choice of subcontractors, both for their solvency and for the content of their tender; and must inform them of the conditions they are obliged to impose on them and ensure that they hold the required permits and licences.

All bidders, general contractors and subcontractors will be considered to have visited the site. No claim for lack of knowledge of the site will be submitted or accepted.
The Owner does not undertake to accept the lowest or any of the bids received.
