Construction management services for the construction of the New Clinical Trial Material Facility, at NRC (EF944-220527)
DESCRIPTION
In an outstanding effort to develop capacities to produce material for clinical trials and vaccines for the Canadian population, the Canadian government is investing in the construction of a Clinical Trial Material Facility (CTMF).
In consequence, Public Works and Government Services Canada (PWGSC) requires the services of a Construction Manager (CM) to deliver a facility that complies with Good Manufacturing Practices (GMP), which will be built as a new annex to the existing National Research Council Canada (NRC) building on Royalmount Avenue (Montreal, Quebec).
The facility will support the national production of vaccines and other therapeutic biologics (viral vectors, antibodies and other protein-based products) for clinical trials of drug substances intended for early-stage human use.
The building will have an approximate area of between 2,322 and 2,787 square metres spread over a maximum of two storeys. The maximum area of one storey will be 1,672 square metres.
In part, the work covered by this request for proposals is associated with the construction and complete fit-up of the new building and the peripheral site.
The proponents must take into consideration the following:
The project will be carried out in construction management mode;
Building information modeling (BIM) will be used for the realization of the project.
The construction going through the design and interior fittings as well as the commissioning will respect the most demanding quality standards according to the good manufacturing practices (GMP) [Good Manufacturing Practices or GMP]
The scope of Construction Management Services comprises two stages:
Stage A Advisory and consulting services during the design phase.
Stage B - These services are optional and will be exercised at PWGSCs sole discretion, they include advisory and construction services.
BID SECURITY AT CLOSING DATE
The Bidder shall enclose bid security with its bid.
THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT
At bid closing, the Bidder must hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) of the Industrial Security Sector (ISS), Public Works and Government Services (PWGSC).
Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid
IMPORTANT NOTICE TO SUPPLIERS REGARDING BID SUBMISSION REQUIREMENTS:
In order to respond to this request for proposal, bidders must submit their bids electronically using the Canada Post epost Connect application. Please refer to SI05 - SUBMISSION OF BID for more information.
Bids in hard copy (delivered in person or by mail or courier) or transmitted by facsimile will not be accepted in this request for proposal.
OPTIONAL SITE VISIT
There will be no optional site visit. Proponents must consult the site plan with the various services provided.
However, interested proponents can visit the land where the future building will be erected but are not allowed to access it for security reasons.

GENERAL INFORMATION
The Crown reserves the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.

Amendment, when issued, will be available from the service provider. Firms that elect to base their proposal on proposal documents obtained from other sources do so at their own risk and will be solely responsible to inform the proposal calling authority of their intention to bid.
QUESTIONS OR REQUEST FOR CLARIFICATION
Questions or requests for clarification during the solicitation period must be submitted in writing to the Contracting Authority named on the RFP - Page 1 at e-mail address mariapia.aguilera@tpsgc-pwgsc.gc.ca Enquiries should be received no later than 3 working days prior to the closing date identified on the front page of the Request for Proposal. Enquiries received after that date may not be answered prior to the closing date of the solicitation.
To ensure consistency and quality of the information provided to Bidders, the Contracting Authority will examine the content of the enquiry and will decide whether or not to issue an amendment.
All enquiries and other communications related to this RFP sent throughout the solicitation period must be directed ONLY to the Contracting Authority named in paragraph 1 above. Failure to comply with this requirement may result in the bid being declared non-compliant.
