SUMMARY DESCRIPTION OF WORK
Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for the construction of a new 240-bed seniors' home. The building contains 7 floors, including a staff support level, 4 levels of households, a rooftop mechanical room and underground parking.
IMPORTANT NOTICES

News

The Company has removed the following forms from its contractual documents:

Declaration concerning the probity of the bidder;
Declaration concerning lobbying activities;
Declaration of no conflict of interest.

The content of these forms has been integrated into the Instructions to Tenderers, and declarations are now made by signing the Tender Form.
Additional signature spaces have been added to the Tender Form to enable the signature of each member of a non-legally organized group when the latter has not identified a member, by proxy, to sign as the group's representative.

Pilot project to facilitate payments in the construction industry
The President of the Conseil du trésor has authorized the implementation of a pilot project to test various measures designed to facilitate payment to companies involved in public construction contracts and public sub-contracts directly or indirectly related to them, and to define applicable standards in this area.
The pilot project is essentially designed to test two main elements: a mandatory payment schedule and a dispute resolution method involving the use of an expert intervener. The mandatory payment schedule includes a requirement to pay companies on fixed dates. The dispute resolution process, on the other hand, provides for mandatory recourse to a qualified expert intervener for any dispute covered by the pilot project.
The contract covered by this call for tenders is subject to the pilot project to facilitate payment to companies involved in public construction contracts and related public subcontracts (Ministerial Order No. 2018-01). Accordingly, the contract covered by this call for tenders and related subcontracts are subject to the terms and conditions established by this pilot project.
Recommendation to submit bids electronically
The Company has undertaken initiatives for its digital transformation and, consequently, strongly recommends that bidders submit their bids electronically via the SEAO.
Authorization to contract/Revenu Québec certification
It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec attestation and, where applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Bidders and/or in the Supplementary Instructions.
Non-participation in the invitation to tender
Any person or company having obtained the contract documents and who does not submit a bid, undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and to forward it to the Company at the following e-mail address: infosoumission9@sqi.gouv.qc.ca.
Subcontractor submissions
All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when submitting their electronic bids to the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic bid transmission system (TES).
DURATION OF WORK
The work required under this call for tenders must be fully completed within 122 weeks (including statutory holidays, construction vacations and the time required for the supply of materials/equipment) from the date stipulated in the contract or upon receipt of written authorization from the Company. The probable start date is between March 1 and April 1, 2024.
BID SECURITY
The bid must be accompanied by a bid guarantee equal to 10% of the bid amount.
► When the bid is transmitted on paper, this bid guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the "Bid Guarantee" article of the Instructions to Tenderers .
► When the bid is transmitted electronically, this bid security must be presented in the form of a bond or irrevocable letter of guarantee and comply with the conditions mentioned in the "Bid Security" section of the Instructions to Tenderers . No other form of guarantee is accepted with this method of transmission.
CONDITIONS
Only bids submitted by tenderers who meet the following conditions will be considered:
1- have an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement;
2- have the qualifications and hold the licenses required under the Building Act (RLRQ, chapter B-1.1).
INFORMATION MEETING / SITE VISIT
An information meeting followed, if necessary, by a site visit will be conducted by the Company's project manager. Interested bidders should arrive on November 8, 2023 at 10:30 a.m. at 5655, rue Sherbrooke Est, Montréal (Québec) H1N 1A2 . Attendance at this meeting is strongly recommended.
No verbal information provided to any bidder at this meeting will bind the Company.
RECEIPT AND OPENING OF BIDS
Receipt of bids :
a) Paper bids:
Paper bids must be received at the Company's bid receiving counter located at 1075, rue de l'Amérique-Française, first floor, Quebec City, Quebec G1R 5P8, no later than the date and time indicated in the Additional Instructions.
b) Electronic bids :
Electronic bids must be received via the SEAO at the following address: www.seao.ca, no later than the date and time indicated in the Additional Instructions .

Bid opening :
The public opening of bids will take place on the date and at the time indicated for the receipt of bids. The only opportunity for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible.
FORWARDING COMPLAINTS
All complaints made to the Company pursuant to section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) must be received at the address plainte@sqi.gouv.qc.ca, no later than the deadline for receipt as indicated in the Additional Instructions.
INFORMATION
