Brief description of the project:
Non-open, interdisciplinary, single-phase, anonymous planning competition for architects in applicant consortia with landscape architects in accordance with the RPW 2013 with a preliminary application procedure for the selection of 6-7 planning teams for the construction of new buildings or extensions with office and special infrastructure on the property of the Federal Ministry of Defense in Berlin-Tiergarten.
The existing administrative building of the Federal Ministry of Defense (BMVg), the so-called "Bendlerblock", is to be extended on the federally owned property at Reichpietschufer 74/75 and Stauffenbergstraße 13/14 in Berlin-Tiergarten. With this measure, the western area of the property, including the parade ground, will be finally rounded off in terms of urban development. A feasibility study or master plan was drawn up in consultation with the relevant approval authorities to determine the distribution of building mass. The basic possibility of accommodating the required spatial program was demonstrated in an ES-Bau or IPU (initial project document).
The design of the buildings is of particular importance due to the prominent location and the inclusion of the listed building stock.
The outdoor facilities are also to be redesigned.
The buildings are to be planned and constructed in a resource-conserving manner and preferably with building materials with low greenhouse gas emissions in production and disposal; among other things, a minimum compliance level of 80% of the "BNB Gold" sustainable building rating system is to be demonstrated at the end of the construction project. In addition, the requirement is to achieve the EGB 40 standard of energy efficiency.
The aim of the competition is to identify a suitable team of architects and landscape architects as well as the best preliminary design concept for the construction task. Furthermore, a "design guideline" is to present the defining design elements that can provide orientation for future development beyond the current building project.
Furthermore, a design for the state guest staircase is to be submitted in an ideas section.
The specialist planning services will be awarded in separate contract award procedures. It is strongly recommended to seek advice from a specialist planner for technical building equipment when working on the competition task. The cost target for cost groups 300 to 500 in the competition is around EUR 416,200,000 gross.
Only offices based in Germany are permitted to take part in the competition. In the case of applicant consortia, this applies to all members of the applicant consortium as well as to the landscape architects and all specialist consultants.
The competition task and further project implementation may only be carried out in Germany.
The project is already subject to classification according to VS-Nfd. (classified information - for official use only) during the competition phase.

The net amount of the competition is EUR 1,545,000. EUR 1,230,000 net will be awarded in the form of 3 prizes and recognitions: 1st prize: EUR 615,000, 2nd prize: EUR 370,000, 3rd prize: EUR 245,000.
315,000 euros net will be paid out in equal shares as a pro rata expense allowance to the selected participants who submit a competition entry that is accepted for assessment by the jury.
