COMPENSATION PROJECT
MISS-ROBERT CULVERT

PUBLIC CALL FOR TENDERS

The Town of Gaspé, as owner of the project, is requesting tenders for the work described briefly below:

- Replacement of the existing double culvert on Miss-Robert Creek located on Montée Pointe-Navarre with a rectangular culvert with weirs, including the construction of upstream sills and a downstream ditch, as well as revegetation of the banks;

- Related roadworks;

- Traffic management and work signage;

- Site restoration and backside repairs;

- Miscellaneous related work.

Tender documents will be available from October 30, 2024 on the Système Électronique d'Appel d'Offres (S.E.A.O.) website (www.seao.ca). Obtaining documents is subject to S.E.A.O. fees.

To be validly considered, all bids must be prepared on the form provided on the SEAO site.

Regardless of the shipping method the bidder chooses to adopt, to be validly received, all bids must be in the hands of the clerk or her official representative, in a sealed envelope, no later than November 26, 2024 at 2:00 p.m., local time, marked "SUBMISSION Compensation project - Miss-Robert culvert" at the following address:

Hand-delivered tenders, delivery or courier services should be addressed to 155, rue de la Reine, Gaspé (Québec) G4X 2R1.

The City of Gaspé now accepts electronic bids. Bids must be submitted in PDF format as a single file on the electronic tendering system (SEAO) (i.e. encrypted, transmitted, time-stamped and saved on the SEAO servers) before 2 p.m. on November 26, 2024.

Tenders will be opened on the same day at 2:01 p.m. at the temporary offices of the City of Gaspé located at 155, rue de la Reine. The presence of bidders is desirable unless otherwise indicated, given the temporary relocation of various Town departments. In such a case, invited companies will be notified of the changes by means of an addendum. At the opening of bids, the Town Clerk or her authorized representative will disclose the names of bidders who have submitted bids and the prices quoted.

However, if the integrity of at least one electronically transmitted bid could not be ascertained at the opening, the disclosure of the prices submitted by the bidders will be made only when the result of the bid opening is published within four (4) working days on the SEAO.

All bids received after 2:00 p.m. on November 26, 2024 will be returned to the sender unopened.

The deadline for lodging a complaint concerning the awarding process of public bodies is November 13, 2024.

The Town cannot be held responsible for any errors or omissions in any notices or documents sent electronically. Consequently, all bidders must ensure that they obtain all documents related to this call for tenders.

The City of Gaspé reserves the right not to accept the lowest or any of the bids received and to deduct certain portions from the contract. The Awarding Authority shall not be liable for any claims for costs or losses incurred by bidders as a result of such decisions.
