Description

View Changes SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy.  As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.
Amendment 01

HI,

The following Addendum is being issued for the subject Request for Quotation: 349035 CO2 Condensing Unit

Answers to questions: (Batch 1)
Pleased provide details on:

Controls:  timer / pressure controls / etc.
    Suction accumulator
    Oil separator
    Additional features / options
Do you have any evaporator information included (provided by others) with this system? (brand / model / voltage /etc.)

Answers:

We are looking for a CO2 condensing unit.  The CO2 condenser should have a minimum working pressure of 80 bar, or 1160 psig.

The refrigeration circuit should have proper pressure control such as using a pressure switch or pressure relief valve.
With regards to the refrigeration circuit, a suction accumulator is preferred.  If the vendor uses an oil lubricated compressor, having proper oil separator is a must
For Evaporator information included – SLAC cannot provide the brand/model/voltage- vendor has to provide this information in proposal.

This Addendum modifies the Request for Quotation and must be acknowledged. Failure to acknowledge all addenda could make your proposal non-responsive.  Please confirm that the submitted proposal is not changed because of this addendum. If proposal sent is revised because of this, please submit the revised proposal.

The following changes are hereby made to the appropriate documents contained the above-mentioned Request for Quotation (RFQ). All other terms and conditions of the RFQ remain the same.

Thank you very much.

Hello,

SLAC National Accelerator Laboratory has a requirement for the following item(s) listed below.

1.) CO2 condensing unit = Qty 1

Specifications:
SLAC is in the process of building a prototype CO2 cooling plant.  This CO2 cooling plant is to provide CO2 at subcooled state with CO2 flow rate ranging from 5 g/s to 30 g/s and temperature ranging from 10 C to -30 C.
This CO2 condensing unit is to condense, cool down and maintain the CO2 flow at subcooled state.  It utilizes a vapor refrigeration circuit to generate the cooling.  The refrigerant should have an ASHRAE refrigeration classification of A1 (low toxicity and nonflammability) and is not listed at the Section 95374 - List of Prohibited Substances in CA.
The power supply of the condensing unit is 460v/3ph/60hz.
The condenser of the refrigeration circuit should be water cooled with cooling water inlet temperature at 17 C (63 F).
The condensing unit should use expansion valve with adjustable cooling temperature and cooling capacity.  The use of cylinder unloader and/or VFD to adjust the cooling capacity is recommended.
When at full capacity, the condensing unit should give a cooling capacity of 4000 W with evaporator temperature at -40 C.
The system weight should be less than 1200 lbs.
The condensing unit should contain a CO2 condenser to condense and maintain CO2 fluid at the subcooled state.  It should have a MAWP of 80 bar.
Once the CO2 condensing unit deliver, the integration with the CO2 circuit (the CO2 pump, accumulator, flowmeter, and plumbing) will take place.  The CO2 fluid and the CO2 pump is provided by SLAC.  SLAC will take the ownership of integration of the CO2 condensing unit with the CO2 circuit at SLAC

Technical evaluation criteria:

Dimensions not higher than 48”x45”x62”
Refrigeration Capacity 4kW at -40
Adjustable Evaporation temperature -40,+10
Water cool condenser with water inlet temperature at 63F
Vapor compression cycle, no intermediate fluid
CO2 condenser provided
Weight of the unit less than 1200 lbs
Optimized power consumption such as using cylinder unloader

Quote is for product only; no on-site services permitted.

Source selection will be based on Lowest Priced Technically Acceptable Method.

Please provide a price and lead time quotation by COB September 12, 2024.
Send quote to kcoh@SLAC.stanford.edu.

Please be advised that the requirement was also posted in SAM.gov.

Is there any room for additional discount such as for Academic, ICPT, GSA, or Government Institutions?

Buy American Act Certification (BAA) applies to awards over $10,000.

Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return.

All subcontractors are required to register in the System for Award Management (www.sam.gov).

If possible, please provide a link to your webpage for published price list to substantiate for the prices quoted.

The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev.
