PUBLIC INVITATION TO TENDER

The Centre de services scolaires de la Rivière-du-Nord wishes to obtain sealed bids for the conclusion of a contract for the deforestation and installation of a well for the new elementary school to be located in Sainte-Sophie (sector 4). The work consists of drilling a water production well and clearing the roads to allow access for the drilling machinery. The site is vacant and wooded, located east of chemin de l'Achigan Ouest in Sainte-Sophie. No municipal infrastructure (sewer or aqueduct) serves the site.

DOCUMENTS TO BE OBTAINED :

As of September 30, 2024, any person or company may obtain tender documents, plans and specifications and other documents relevant to the project from the distributor SÉAO (Système Électronique d'Appel d'Offres) by going to the "seao.gouv.qc.ca" site. Documents can be downloaded at a cost set by SÉAO. Assistance from SÉAO is available Monday to Friday, 8:30 a.m. to 4:30 p.m., at 1-877-336-7326.

SITE VISIT :

A non-mandatory site visit is scheduled for September 12, 2024 at 10 a.m. The meeting point for this visit is the intersection of chemin de l'Achigan Ouest and rue Boyd, Sainte-Sophie, Québec.

RECEIPT OF BIDS :

To be valid and considered, all bids must be received no later than 2 p.m. on September 24, 2024. Bids may be submitted by either of the following methods:

a) electronically via the SEAO and must be submitted (i.e. encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of bids;

b) in a sealed envelope, at the reception desk of the Centre de services scolaires de la Rivière-du-Nord, 795 rue Melançon, Saint-Jérôme, Québec, J7Z 4L1, before the date and time set for receipt of bids;

Any bid received after this time will be automatically rejected and returned to the bidder unopened.

TENDER OPENING :

Bids will be opened immediately after the deadline for receipt of Bids.

The School Service Centre encourages bidders to submit bids electronically.

We remind you that the regulations do not allow multiple bids to be submitted in response to a call for tenders, it being understood that the transmission of the same bid electronically and on paper constitutes the submission of multiple bids.

TENDER GUARANTEE:

The Bidder shall accompany its Bid with a bid security equivalent to ten percent (10%) of the total price quoted in its Bid. This bid security must be submitted in one of the following forms:

- a bond issued in favour of Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.13 hereof, which must comply with the provisions of the bid bond model reproduced in Appendix 4.01A of the Tender Form;

- an irrevocable letter of guarantee issued in favour of Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.13 hereof, which must comply with the requirements of the "Irrevocable Letter of Guarantee" model reproduced in Appendix 4.01B of the Tender Form.

- A certified cheque, money order or bank draft payable to Centre de services scolaires de la Rivière-du-Nord.

INTERGOVERNMENTAL AGREEMENTS :

This public tender is subject to the following intergovernmental agreements, which form an integral part of the tender documents:

- Canadian Free Trade Agreement (CFTA)

FILING A COMPLAINT WITH THE PUBLIC BODY :

The bidder must refer to the procedure available on the Centre de services scolaires de la Rivière-du-Nord website at: https://cssrdn.gouv.qc.ca/a-propos/appels-doffres.

The deadline for filing a complaint in connection with this call for tenders is September 12, 2024.

NOTICE:

The Centre de services scolaires does not undertake to accept the lowest or any of the bids received, and does so without compensation or any other form of liability to the bidders. Subject to the provisions of the Règlement sur les contrats de travaux de construction des organismes publics.
