Notice of Intent
For
Industry Engagement to support The City of Calgary Building Retrofits Program
The City of Calgary is continuing to refine its strategy for delivering a Building Retrofits Program. Further to the Expression of Interest (EOI) 23-065 that was issued in late 2023, The City is seeking information from energy service companies (ESCO) and any other entity that could provide financing to an energy service company, on how they can support The City in delivering Greenhouse Gas (GHG) emissions avoidance within existing building assets.
An ESCOs defined as a company that provides a broad range of services related to energy efficiency, including energy audits, the design and implementation of energy efficiency projects, and the installation and maintenance of energy efficiency measures.
The City is re-evaluating the buildings originally identified in EOI 23-065 (i.e. Spring Gardens Building R and Block 40), and will identify a revised portfolio of buildings as part of a proposed future procurement.
Based on recent requests that have been made to The City from firms who would like to provide input on our approach, The City intends to meet with energy service companies (including, but not limited to, those identified as Aggregators under the Canada Infrastructure Bank (CIB) Building Retrofits Initiative) and any other entity that could provide access to financing to support an energy retrofit transaction. The City invites any such industry proponent to have a meeting with The City of Calgary’s program development and Supply Management teams to facilitate knowledge sharing. The City intends to discuss: typical building retrofit project delivery process, preferred contract type and structure, preferred building types, and special considerations for this region.

Any Proponents who wish to schedule a meeting must provide the following information to The City Contact:
1. Firm name and contact information;
2. A brief summary of your firms service offering and how it aligns with the described City of Calgary Building Retrofits Program;
3. Name and title of each attendees;
4. At least two preferred meeting date/times;
5. Preference for meeting in person or virtual using MS Teams. In person meetings would be held at the Municipal Building downtown, exact location to be confirmed.
- All Meeting Requests to this NOI must be submitted on or before the Submission Deadline to the City Contact.
- Questions regarding this NOI must be submitted using the “Q & A Tab” in the SAP/Ariba online system at the location cited above.
- No communications with respect to the NOI are to be directed to anyone other than the City Contact, or by any other method outside of the “Q & A Tab” in the SAP/Ariba system. The City is under no obligation to provide additional information and The City will not be responsible for any information provided or obtained from any source other than the City Contact.
- The City reserves the right to determine the relevance of any communication and accept or reject the communication as deemed in the best interest of The City, any meetings scheduled will be at the sole discretion of The City. Requests for meetings from interested parties that do not align with the intent of this notice may not be accommodated.
