This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor.
The United States Coast Guard Surface Force Logistics Center has a requirement for the following:
TECHNICAL SERVICES FOR SHIPS SERVICE BOILER REPAIRS FOR CGC ALEX HALEY (WMEC-39)
1. Background. NR1 and NR2 ship service boilers (SSBs) are inoperable due to damaged fire tubes. The damage has allowed water to seep into the fire tubes and prevent fuel from lighting off. The cutter is unable to generate its own steam for heating.

3. Scope. Provide services of a commercial boiler inspector certified by the National Board of Boiler and Pressure Vessel Inspectors to perform an inspection of both auxiliary boilers and recommend repairs. The contractor shall provide services to repair/renew boiler fire tubes and other repairs authorized by the Coast Guard inspector. Repair/renewal shall be performed exclusively by contractors. The contractor shall supply all equipment, expendable parts and consumable materials necessary for performing repairs or renewal, and pressure test both boilers upon completion of repairs. The scope of this work is to be performed onboard USCGC ALEX HALEY while moored in Kodiak, AK at USCG Base Kodiak.
4. Objective. The objective of service is to inspect and repair damage in the SSB fire tubes. Each SSB requires renewal of approximately ten fire tube(s).
5. Tasks. The contractor shall provide all equipment, expendable parts and consumable materials, necessary to inspect and repair fire tubes in the SSBs, with the exception of government furnished materials listed below. Specific tasks to complete are:
a. Perform internal and external inspection in accordance with the National Board Inspection Code (NBIC) of each boiler and make recommendations for repair.
b. Clean all fire tubes in accordance with reference (b).
c. Renew an estimated ten (10) fire tubes in each boiler following guidance in reference (b) and (d).
d. Hydrotest in the presence of the Coast Guard Inspector using reference (c) as guidance.
Contractor is responsible for safety during repairs. S/F will provide contractor with knowledge of SSB components/operation procedures explained in reference (b).
6. Government furnished Equipment: Approximately 30 fire tubes.
7. Security Requirements: Send name, birthday and SSN of each contractor to CWO Jason Speth (Jason.W.Speth@uscg.mil) prior to arrival to gain access to Base Kodiak. Provide ID upon entry.
