Description

The tender procedure is conducted in an open tender mode. The contract has been divided into 3 parts (part A, B and C). 3. An Economic Operator may submit an offer for only one part of the contract. 4. The subject matter of the contract is the provision of telecommunications services in the mobile telephone network within the territory of the Republic of Poland, with particular emphasis on 1) in part A of the contract - locations indicated by the Contracting Authority in the description of part A of the contract; 2) in part B of the contract - locations indicated by the Contracting Authority in the description of part B of the contract, 3) in part C of the contract - locations indicated by the Contracting Authority in the description of part C of the contract. 5) The Contracting Authority may invalidate the proceedings if the public funds that the Contracting Authority intended to allocate to finance the whole or part of the contract are not granted to him. (6) Communication between the Contracting Authority and Economic Operators shall take place via the SmartPZP purchasing platform at the following address: https://portal.smartpzp.pl/kgsg
(1) The provided telecommunication service has to provide among others: voice, text (SMS), multimedia (MMS) and access to Internet resources (data). (2) The service will be provided through the use of SIM cards (supplied/transferred and activated/maintained by the Contractor). (3) The Contractor shall ensure full network availability to the Contracting Authority's users performing tasks throughout the country, with particular emphasis on border areas, road and rail border crossings and airports. 4) The offered signal level must be sufficient to establish voice and data communication sessions. (5) The service must be available regardless of the time of day and provide calls outside and inside buildings and vehicles (trains), and must cover, in particular, the locations specified in Section II.2.3 above. The provision of the service includes the following elements: 1) Provision of mobile network coverage in the area indicated by the Ordering Party at a level that allows the provision of voice and data transmission services; 2) Provision and activation of new MSISDN telephone numbers; 3) Adaptation of the services provided to the requirements of the Ordering Party; 4) 24-hour supervision of the operation of the service provided during the contract period; 5) Immediate response to failures and their elimination; 7) maintenance of the service provision in line with the requirements specified by the Ordering Party, 8) retaining or transferring and activating, at the Ordering Party's request, the previously used MSISDN numbers, which will be done in line with the Telecommunications Law. (7) The service constituting the subject matter of the contract will be provided for 48 months from the date of its commencement. If the Ordering Party uses all of the funds earmarked for the Contractor's remuneration under the base contract before the deadline specified in item 7, the agreement shall expire, subject to the provisions of the Telecommunications Law. 7, then the agreement shall expire with the proviso that the Contracting Authority may decide to allocate additional funds for the continuation of contract performance up to the amount of the maximum remuneration for the Economic Operator specified in the Agreement. (9) The Economic Operator may submit a tender for only one part of the contract. 10) A tender submitted by the Economic Operator for more than one part of the contract shall be rejected pursuant to art. 226 item 1 points 3 and 5 of the PPL Act - as incompliant with the provisions of the Act and terms of the contract.
