Description of work

Kativik Ilisarniliriniq (also known as the Kativik School Board) provides educational services to the population of Nunavik. The schools it operates are spread throughout the fourteen villages of Nunavik. Kativik Ilisarniliriniq has 18 primary and secondary schools, as well as 5 adult education centers.

Kativik Ilisarniliriniq has received approval from the Ministry of Education to proceed with the development of a business case for the construction of a new 228-seat high school in Kangiqsujuaq.

To carry out this work, Kativik Ilisarniliriniq must issue a public call for tenders for professional geotechnical services.

The purpose of this call for tenders is to retain professional geotechnical services in Nunavik for the construction of a new high school in Kangiqsujuaq.

Please note that Kativik Ilisarniliriniq will not accept any consortium, meaning that a professional firm must submit a bid for its discipline only.

The Project Manager must be able to coordinate the work of a multidisciplinary team in order to identify, quantify and prioritize the work required. He or she must also be able to take the necessary steps to meet the defined completion schedule.

The bidder must be able to provide all the services required by its discipline to carry out the entire mandate.

Options
This call for tenders does not include any additional options relating to the work or services described in the published documents. All additional details relating to options that may apply to this public tender can be found in Document 3 - Contract in section 15.00 Duration.

The BIDDER must provide :

ONE (1) original copy of its Bid;

THREE (3) copies of its Submission;

ONE (1) electronic copy in the form of a USB key (as described in clause 1.05.09).

In addition, please note that :

The opening days and hours of the PUBLIC ORGANIZATION's offices for the receipt of Tenders are Monday to Friday, 8:00 to 12:00 and 13:00 to 16:00.

To be considered valid, all bids must be received by the deadline for submission of bids, as indicated in the Governing document or in the Information section of SEAO.

Opening date
All details concerning the opening date and time, the deadline for receipt of bids, the location and the procedure for submitting a bid can be found in document 1 - Régie in the Submission Rules clause (as well as in the "Information" section of SEAO).

Clarifications / Addendums
If the Tenderer finds that there are ambiguities, omissions, contradictions or if it has doubts about the meaning of the tender documents, it must forward, at least three (3) working days before the date and time set for receipt of tenders, in writing, any questions or requests for clarification relating to the tender documents to the above-mentioned representative.

Kativik Ilisarniliriniq may respond to inquiries in writing and by addendum, if required. Any verbal communication is null and void.

Authorization to contract/Revenu Québec certificate
It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec attestation and, if applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the tender documents.

Non-participation in the call for tenders

Any person or company having obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and forward it to Kativik Ilisarniliriniq at the following e-mail address: appeldoffres@kativik.qc.ca

Kativik Ilisarniliriniq does not undertake to accept any of the proposals received.
