On November 15, 2024, the French Ministry of Agriculture, Food Sovereignty and Forestry announced the implementation of an exceptional cash flow support plan for farms. This plan is designed to support farmers facing short-term difficulties linked to recent crises caused by climatic and sanitary hazards (poor harvests in field crops and viticulture, FCO3, FCO8, MHE, etc.). It comprises two components, corresponding to two distinct modes of joint intervention with the banking sector, responding to different issues. The first part, which is the subject of this consultation, is designed to respond to purely short-term difficulties. It consists of a joint effort by the State and the banks authorized at the end of this consultation, to enable farms to benefit from short-term loans (24 or 36 months) at preferential interest rates, with the State's intervention consisting of a partial assumption of the loan interest.
