PRE-SOLICITATION NOTICE: The Central Texas Veterans Health Care Systems (CTVHCS) Network Contracting Office NCO17 at the Veterans Administration Medical Center (VAMC) in Temple, Texas; anticipates awarding a Firm-Fixed-Price (FFP) Construction Contract for the South Texas Veterans Health Care Systems (STVHCS) located at 3600 Memorial Boulevard, Kerrville, Texas 78028 for A&E Design Services ARC Flash Study VAMC Kerrville, TX.

The method of procurement shall be by Invitation for Bid (IFB) in accordance with Federal Acquisition Regulation (FAR) Parts 14 and 36; with an approximate solicitation release before or by June 19, 2019 and an anticipated award before or by September 30, 2019. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps/FBO website at www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB Solicitation.

Study consists of but is not limited to the following: The Contractor shall perform electrical system studies for the Department of Veterans Affairs South Texas Veterans Health Care System Kerrville Hospital campus. The Kerrville facility consists of twenty-two buildings with a gross area of 345,929 square feet and houses the main hospital, administrative offices, nursing homes, laundry, and the energy center (chiller and boiler plant). The Kerrville campus will also be referred to as KD.

All work shall be accomplished in strict compliance with NFPA Code 70E, 2018 Edition (Electrical Safety Requirements for Employee Workplaces); and IEEE 242-2001, Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems. All survey work will be accomplished on energized equipment unless an outage is absolutely necessary on specific equipment. All requests for outages must be submitted in writing to and approved by the Facility Manager/Chief Engineer. Appropriate protective devices (PPE) and/or equipment shall be used in those exceptional cases where it is necessary to remove covers/open equipment thereby exposing live buses or other energized components.

The electrical system study will include site visits to the Kerrville Campus by a team from the Contractor. The contractor s team members will consist of experienced, professional staff having extensive knowledge in the field of electrical power and shall include at least one registered professional electrical engineer and field Tech. The Contractor will be responsible for obtaining all necessary data for these reports from as-built drawings, field investigations and verification from available KD staff (utilizing the staff s knowledge and familiarity of the facility electrical systems). Information for site electrical utilities will also be gained from as-built drawings and contractor s personal inspection of these utilities.

Project Duration Shall Be 365 Calendar Days from Issuance of The Notice to Proceed (NTP).

This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) concerns, in accordance with (IAW) Public Law 109-461 (38 USC 8127), any offer/bid received from other than SDVOSB concerns will not be considered. The applicable NAICS Code for this procurement is 541330 Engineering Services, with a size limitation standard of $15 Million. The magnitude of the A&E service project range is between $500,000.00 and $1,000,000.00.
