Description

The global project Forests4Future (GV F4F) contributes to the international goals of halving deforestation by 2020 and ending the destruction of natural forests by 2030, as well as restoring 350 million hectares of deforested and degraded forest landscapes. These targets, contained in the 2030 Agenda (in particular Sustainable Development Goals (SDG) 15), the New York Declaration on Forests (NYDF), the Bonn Challenge and the Paris Climate Agreement, are in line with the strategic goals and plans of the Rio Conventions and the United Nations Forum on Forests.Forest Landscape Restoration (FLR) is one of the three pillars of the BMZ Forest Strategy, along with Reducing Emissions from Deforestation and Forest Degradation (REDD+) and Deforestation-Free Supply Chains.The international initiatives on forest landscape restoration, in particular the African Forest Landscape Restoration Initiative, AFR100, and on forest governance provide the framework for the GV. This African initiative, a multi-actor partnership (MAP), was co-founded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political executing agency is the African Union Development Agency (AUDA, formerly NEPAD). Other important partners include the World Bank, the International Union for the Conservation of Nature (IUCN) and the World Resources Institute (WRI). The New York Declaration on Forests (NYDF) (Goal 10) and the BMZ's Forest Action Plan identify the improvement of governance and framework conditions in the forest sector (forest governance), the recognition of the rights of local and indigenous communities, the fight against illegal practices and the creation of transparency and legal certainty as important preconditions for the conservation and restoration of forests.The GV implements measures in Ethiopia, Benin, Côte d'Ivoire, Cameroon, Madagascar, Togo, Laos and Vietnam. In addition, the GV advises the BMZ Sector Unit on Forest Landscape Restoration (FLR) and Forest Governance (FLEGT) in global, continental (Africa, Asia, Latin America) and country-specific terms. The GV is responsible for the conceptual support of the AFR100 initiative, the participation in the steering of the AFR100 initiative, issues related to the Bonn Challenge and other international initiatives with FLR relevance (NYDF, SDG15) and the substantive linkage of the special initiative "One World Without Hunger" (SEWOH) to forest issues. In addition, F4F also follows international and European forest governance processes (FLEGT Regulation, Action Plan) on behalf of BMZ, as well as the legislative initiative for an EU regulation on deforestation. In the framework of a co-financing with Foreign, Commonwealth & Development Office (FCDO), the FLEGT- Voluntary Partnership Agreements (VPA) process is supported in Vietnam, Laos and Cameroon.The GV acts in the outputs:1. Strengthening of operational capacities for the implementation of measures for the "reconstruction of forests and tree-rich, productive landscapes" (FLR).2. Exchange of experiences on governance reforms and on the "reconstruction of forests and tree-rich, productive landscapes" (FLR) at international, national and local level.3. improving practices to enhance the value addition potential of agro-silvo-pastoral lands in the framework of the AFR100 initiative.4. strengthening the EU process on "Forest Law Enforcement, Governance and Trade" (FLEGT) in selected partner countries.The GV currently has a duration of 6 years (01/20-12/25).
The objective of these support services is to support the GV Forests4Future in the processing and implementation of specific tasks and advisory services for BMZ. The contractor is responsible for the implementation of the following support services.For the area "Forest Landscape Restoration (FLR)" (activity area 1):Land use planning for FLR; Economics of FLR; Addressing the interfaces with biodiversity, climate, agriculture, energy, soil, water, etc.; Developing and supporting the implementation of formats for expert exchange, South-South dialogue and capacity development on special topics (e.g., wood energy, seed provisioning, etc.). For the area of monitoring and financing (activity area 2):Potential analyses in the area of monitoring through satellite data and digital tools for forest landscape restoration; development of concepts and analysis of the climate relevance of FLR measures; feasibility studies for the development of innovative financing and funding instruments (payments for environmental services; Green Climate Fund (GCF), microloans, corporate social responsibility (CSR); risk minimisation, etc.) for sustainable forest management and forestry.) for sustainable forest management and forest-relevant value chains; development of use cases for the application of machine learning for FLR; private-public partnership (PPP) and business model development for forest-relevant value chains; analyses of existing and new instruments and methods as well as initiatives (e.g., for the development of forest management and forest-relevant value chains).a. Berankungsprojekte, Bremen (ARTREES), The Lowering Emissions by Accelerating Forest finance (LEAF) Coalition, Partnership for Forests; Small medium enterprise (SME) development Innovation and Action for Forests (PROFOR); Central African Partnership for Forests (CAFI) Incubator; Food and Agriculture Organization of the United Nations (FAO) Forest Governance Program) to promote private investment in sustainable forest management and forest product supply chains as well as in FLR and afforestation; study and analysis of existing legal and policy frameworks for private investment in forests with focus on AFR100 countries; analysis of cooperation potential with impact investors and development of bankable projects especially in the framework of the AFR100 initiative. in the context of the AFR100 initiative/FLR; development of concepts for innovative financing models for FLR in the African context (mobile payments, local financial services, etc.); contributions to the relevance of FLR for income and employmentFor the area of forest governance and sustainable, legal timber trade chains (activity area 3):Advice and preparation of studies on the following topics: FLEG(T) process at EU level as well as Voluntary Partnership Agreement (VPA) support in Côte d'Ivoire, Cameroon, Vietnam, Laos, possibly other VPA/FLEGT countries (e.g. Indonesia), and CAFI countries especially Democratic Republic of Congo (DRC); traceability and legality verification systems (Digital Tools) of timber imports to Vietnam from high risk countries such as Cameroon, Laos and other African and Asian countries (e.g.. DRC and Cambodia) for FCDO-funded support of VPA and Timber Legality Assurance System (TLAS) development in Vietnam, Laos, Cameroon; supply / advice on the "EU feasibility study on options to step up action against deforestation" and on the planned EU action plan against deforestation; reforms on law enforcement and land use, land rights as well as user rights; analyses of illegality in global timber product supply chains also with regard to taxes and financial flows as well as anti-corruption; development of concepts and analysis on sustainable resp. analyses of global timber supply chains (European Timber Regulation (EUTR)/FLEGT) in cooperation with the German/European private sector incl. assessment of cooperation potential with the private sector. Analysis of the influence of sustainable and legal forest product supply chains on investment climate, employment and income increase; market data and marketing of timber productsFor BMZ advisory services, project and knowledge management (activity area 4):Preparation of statements, comments on documents, preparation of draft position papers, summaries of relevant newspaper articles, etc., in accordance with BMZ demand; support for local forest product supply chains (European Timber Regulation /FLEGT) in cooperation with the German/European private sector Support for local partners in presenting solutions (best practices/lessons learned) on FLR on the PANORAMA Platform; support in organising and implementing events and workshops, etc.; provision of advisory services on the further conceptual development of the BMZ portfolio on forest restoration (including the interfaces with other DC funding areas); support in bidding and project management tasks such as review missions, evaluations, etc.; support in the implementation of the project (e.g. in the field of forestry); support in the implementation of the project (e.g. in the field of forestry); support in the implementation of the project (e.g. in the field of forestry).The following international/global processes are particularly relevant here:- Sustainable Development Goals (SDGs), viz.a.
