Billebogen Entwicklungsgesellschaft mbH & Co. KG (BBEG) is a wholly owned subsidiary of the municipal HafenCity Hamburg GmbH and is responsible for the planning and realization of urban development in the Billebogen urban area. Part of this is the Neuer Huckepackbahnhof district.

On behalf of BBEG, the Urban and Landscape Planning Department of the Hamburg-Mitte district authority (M\/SL) and the Ministry of Urban Development and Housing (BSW), the offices of HENN (urban planning), ARGUS (traffic) and SINAI (open space) drew up a draft functional plan for the Neuer Huckepackbahnhof district in 2017. The functional plan serves as the basis for the Rothenburgsort 17 development plan process led by M\/SL, which was suspended for several years due to an emissions issue that needed to be resolved and is now to be resumed in the near future.

Since then, significant planning parameters have changed so that BBEG, M\/SL and BSW have decided to fundamentally revise the functional plan. The following framework conditions have changed:

The BBEG intends to market a plot of land in the plan area for a sports and event hall with a capacity of approx. 8,000 spectators.

As part of the immission issue to be resolved, the BBEG has agreed to structural restrictions in terms of height and roof terraces. An urban planning study by HENN is also available for this purpose.

The BBEG intends to organize the stationary traffic in a neighbourhood garage in the form of a high-rise building.

The consistent separation of logistics and other traffic is no longer considered necessary by the BBEG due to the changed usage profile. The so-called logistics street is therefore no longer being pursued.

The planned pedestrian tunnel, which as part of the Alster-Bille-Elbe green corridor connects the district with the residential core of Rothenburgsort to the south, has changed slightly in terms of its location and route.

A large workshop building for the Hamburg State Opera has now been opened on the site.

The aim of the revision of the draft functional plan is to reposition the site as a mixed-use quarter for sport, culture, commerce and housing (the latter primarily in the existing buildings). The now existing goals of the mobility turnaround and the associated promotion and prioritization of eco-mobility must be given greater consideration than before.
