Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) hereby issues this Request for Proposals (RFP) for a firm fixed-price construction contract for:
Completing necessary repairs for five (5) Beltsville Agricultural Research Center (BARC) Fuel Stations, various Aboveground Storage Tanks (AST) and Underground Storage Tanks (UST) to resume full operational capability, bring all stations into compliance with Maryland Department of the Environment (MDE) and achieve compliance with an MDE 3rd party inspection. The project includes all necessary repairs of fuel dispensers, pumps, hoses, nozzles, tanks, fuel pipe, tank labeling, sensors, systems, alarms, and other associated items required for proper operation of the five (5) fuel stations and various AST/USTs on the BARC Campus, 10300 Baltimore Avenue, Beltsville, Maryland, 20705
The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 15 and 36 and will be incorporated in the awarded firm-fixed price contract. Interested vendors should reference the solicitation documents for all terms and conditions. No paper solicitation will be available. Award will be Firm Fixed Price (FFP).
The associated NAICS Code is 237120, Oil and Gas Pipeline and Related Structures Construction. The small business size standard is $45.0 million.
Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside.
The Government intends to award one (1) firm fixed-price contract.
SELECTION PROCESS: Potential offerors will be invited to submit their proposal as described in the Solicitation, for review and consideration by the Government. Pro Forma information such as bonding and financial capability may also be required to meet the minimum requirements of the solicitation.
Magnitude of Construction is between $500,000 and $1,000,000.
Period of performance is 120 days after receipt of the Notice to Proceed.
Bonds: If the contract exceeds $35,000, the offeror to whom award is made shall furnish a payment security, which can be a payment bond or an alternative form per FAR 52.228-13, Alternative Payment Protections. Awards exceeding $150,000 require both Payment and Performance Bonds. A Bid Bond will be Required.
 SITE VISIT: An organized site visit has been scheduled for Wednesday, November 13, 2024, at 9:00 AM ET. Participants will meet at BARC Facilities Offices, Room 101, 426 Powder Mill Rd, Beltsville MD 20705. The point of contact is Ashiwaya “Baker” Abubaker. Offerors should notify Mr. Abubaker at Abubaker.Ashiwaya@usda.gov by Tuesday, November 12, 2024, 3:00 PM ET, if they are planning to attend. The Contracting Officer, Roger Ammons, roger.ammons@usda.gov, should be copied on the notification.
To obtain clarifications and/or additional information concerning the contract requirements, specifications and/or drawings, submit a written RFI, send via email to roger.ammons@usda.gov. The subject line of the email must read ‘RFI – 12305B25R0003’. RFIs must be specific identifying section, paragraph and page no. of the specifications or cite the drawing number and must be in question format. All RFIs submitted shall include the solicitation number and title, contractor name, city, state, telephone, email address, date submitted, and the RFI question(s). RFI responses will be posted to SAM.gov as necessary in amendment format. Deadline for submission of RFIs for this solicitation is November 20, 2024, 9:00 AM ET. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.
Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at www.sam.gov.  
All interested firms must be registered on Contract Opportunities web site to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments.  Offerors are encouraged to check SAM website frequently to be notified of any changes to this solicitation.
IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov.
