Description

Manitoba Environment and Climate Change, requests Proposals from qualified Proponents meeting the requirements contained in this Request for Proposals (RFP) to provide bacteriological analytical services for Private Water System Owners in Manitoba.

The Laboratory must be accredited to ISO/IEC 17025 for the appropriate tests with Standards Council of Canada or equivalent and use established procedures as per the latest edition of Standard Methods for the Examination of Water and Wastewater by American Public Health Association (APHA), or the United States Environmental Protection Agency (U.S. EPA). The Laboratory must be able to call out adverse results in in accordance with laboratory reporting requirements under The Drinking Water Safety Act and the specifications in this RFP.

Manitoba subsidizes the cost of Private Water Systems’ bacteriological analysis at a rate of one partially subsidized sample per year and one fully subsidized re-test for positive results. The Laboratory will be required to track the subsidies used by each Private Water System Owner. The Laboratory must be able to implement split billing, charging the Owner directly for the portion of the sample that is not subsidized.
