Description
Kliniken der Stadt Köln gGmbH (hereinafter referred to as AG) intends to conclude a framework agreement for the delivery and implementation of an authorization management system including single sign-on (Lot 1 "Authorization management including single sign-on") and a framework agreement for the delivery of readers (Lot 2 "Readers"). The aim of the delivery contract to be awarded is the procurement of a central solution for authorization management, management of user media such as chip cards and a single sign-on with the following individual objectives:
? increasing productivity and optimizing internal resources in the allocation and use of in-house applications with various user authorizations
? avoidance of touch contacts when using internal applications
? reduction of the required user media to one chip card, which can be used as a visual or service ID card and as a functional medium for all applications
? reduction of the systems to be managed on a higher-level overall system
? automation of the assignment of authorizations for all desired applications and thus optimization of the required personnel resources
? simplification of the issue of payment by:
? completely avoiding cash payments,
? offering additional options for topping up credit, charging and billing as well as substitution rules for employees, external parties, guests and patients,
? the possibility of offsetting against the monthly payroll is created.
? increase security and optimize login and logout processes by introducing an additional single sign-on solution
? the usability of the solution also for subsidiaries of Kliniken der Stadt Köln gGmbH.
In accordance with the tender documents for Lot 1, including the (partial) functional service description, the future contractor is to be commissioned with the implementation of an authorization management system including single sign-on that is compatible with the current IT landscape. In this respect, in accordance with the service description for Lot 1, all necessary services for the number of at least 3,500 (minimum purchase quantity) and a maximum of 4,500 users (Lot 1) are to be provided, from the project planning and planning of an authorization management system including single sign-on, through installation and commissioning, to maintenance, support and services. The client is not obliged to call up the maximum number of users. The fixed term of the contract for Lot 1 is 36 months.
Beyond the initial fixed term, the client shall be entitled to a two-time extension option. It may extend the term of the contract by one year at a time, i.e. up to a maximum contract term of 5 years, by means of a unilateral written declaration.
Part of the delivery order is also the intended conclusion of a framework agreement for the delivery of at least 2,000 (minimum purchase quantity) and a maximum of 3,000 readers (lot 2). The client is not obliged to call off the maximum quantity of readers. The fixed term of the order for lot 2 is 36 months.
It should be noted that the services in question are financed by the Hospital Future Fund (KHZF), which is refinanced by the European Union's Recovery and Resilience Facility (ARF). In this respect, the procurement of the services in question is also subject to the relevant conditions under grant law.
