The town of Steinach (Thuringia) is planning to extend and optimize the existing Silbersattel adventure and activity park in Steinach as part of a modernization project focusing on year-round use and the construction of a detachable 6-seater chairlift.
The detachable 6-seater chairlift is to be ?
? winter sports guests (skiers and snowboarders, beginners and advanced skiers)
? ? tobogganing guests (winter)
? Mountain bikers (summer)
? ? pedestrians (summer and winter)
? of all age groups.

The 6-seater chairlift should
? have a maximum transport capacity of 2,198 p\/h in winter operation at a maximum speed of 4.0 m\/s with a maximum of 6 people in the chairlift
and
? in summer operation (bike operation) a transport capacity of approx. 900 P\/h at a maximum speed of 3.0 m\/s with chair with max. 4 persons per vehicle and bike transport
have. In addition, the system must be designed for 100% uphill transport \/ 24% downhill transport (with max. 2 persons + 1 toboggan \/ bike per vehicle with sports equipment holder).

The delivery performance mainly consists of the following system components:
? Foundation
? ? return station (return bridge station with standard cladding from the ropeway manufacturer) in the valley
? Supports
? Drive tensioning station suitable for autonomous operation during winter operation (reversing bridge station with standard cladding from the ropeway manufacturer) on the mountain
? Electromechanics of the ropeway installation and mountain system (subsystems 1 to 6)
? Inclined length of ropeway system approx. 502 m
? Height difference approx. 151 m

The detachable 6-seater chairlift is to be put out to tender with various individual items by means of a functional invitation to tender in a negotiated procedure and with prior competitive tendering (specification with performance program (§ 7c VOB\/A)).
The invitation to tender is a functional invitation to tender, i.e. the basic requirements and performance limits of the desired chairlift system are described and presented. At the end of the award procedure, a contract for the turnkey construction of the new chairlift system will be awarded to the bidder who has submitted the most cost-effective bid in accordance with the evaluation criteria.

The contractor must deliver the complete detachable 6-seater chairlift system, including the low-voltage room, the control room in the mountain station and the service room in the valley station, including all earthworks and concrete work, ready for operation (including acceptance). The contractor shall be responsible for the transportation of the entire system components to the installation site, the assembly, concrete work and all necessary ancillary work including the preparation of the necessary structural analysis for the infrastructure and the system components as well as the preparation and provision of the documents for obtaining approval of the technical planning in accordance with Section 7 of the Thuringian Mountain Railway and Park Railway Act (ThürBPBahnG). In addition, the dismantling of the existing double chairlift (cable car technology and foundations) is to be carried out by the contractor.
The new chairlift runs along the same route as the existing double chairlift.
Due to the complexity of the project, the measure should include the following services:
? Preparation of the technical planning for the approval of the technical planning § 7 of the installation (preparation of all necessary documents and provision for the approval procedure)
? Preparation of the detailed technical implementation planning
? Dismantling and removal of the existing chairlift incl. disposal (main dimensions: foundations, electromechanical cable car)
? Delivery and new construction of the chairlift system (foundations, electromechanical ropeway
? Commissioning, function test, performance test and acceptance
