Mission of study and follow-up of works with a preliminary feasibility study of the envelopes of 3 existing buildings on 3 distinct sites.addresses of the works :chaussée de Boondael 510-516 in 1050 Ixelles, rue François Dons 9-17 in 1050 Ixelles and rue des Deux Ponts 20-22 in 1050 Ixelles. Program: the feasibility study is composed of 2 parts. The first one concerns the priority renovation works for each building and the second one, their "development potential" aiming at showing the project owner the programmatic possibilities on the 3 buildings and their plot in view of large-scale renovation works. The 3 buildings total 138 occupied social housing units.
II.2.4) Description of services: (nature and quantity of works, supplies or services, or indication of needs and requirements) The contract aims at the designation of a multidisciplinary team, architect, stability engineer, special techniques engineer, PEB advisor, in charge of the complete mission of study and follow-up of the works resulting from the feasibility study composed of 2 parts. The first one concerns the priority renovation works for each building and the second one, their "development potential" aiming to show the project owner the programmatic possibilities on the 3 buildings and their parcel in view of large-scale renovation works, in a vision of energy performance and sustainability. The 3 buildings are located on the territory of the municipality of Ixelles in 2 distinct districts :The building "RELAIS II" located at chaussée de Boondael 510-516 and the building "DONS II" located at rue François Dons 9-17 are located in the district of "Boondael". The building "2 PONTS" located at rue des Deux Ponts 20-22, in the "Sceptre" district.the 3 buildings total 138 occupied social housing units.the maximum budget of the works (firm and conditional tranches) is 15.886.The maximum budget for the works (firm and conditional phases) is 15.886. 785 € without VAT, (including possible demolition, including surroundings, excluding fees, excluding contractors, excluding various taxes....) of which an estimated budget of the priority works is 3.751.000 € without VAT, including possible demolition, including surroundings, excluding fees, excluding contractors, excluding various taxes...The contract is awarded according to the technique of the restricted procedure.The contracting authority wishes to have a direct contractual link with a multidisciplinary team composed of an architect and a stability engineer, an engineer in special techniques, and a PEB adviser.In the hypothesis where the specific personnel necessary to carry out the entirety of the missions envisaged does not meet within the same professional structure, a team of participants is constituted in a group of economic operators. The various natural or legal persons who compose it act jointly and severally on its behalf. The person who will represent the grouping with regard to the contracting authority and who is in charge of the coordination of the studies and the services carried out by the other members of the association, is the architect.the candidatures not guaranteeing the owner as of the phase of selection to profit from this direct contractual bond will be rejected.Each member of the grouping of economic operators gives and signs its DUME, by the apposition of a qualified electronic signature on the report of deposit there. The group of economic operators also has the possibility of designating a representative to sign electronically the DUME of all the economic operators of the group. In this case, the grouping shall attach to its application the power of attorney duly signed by each economic operator of the groupingThe attention of economic operators submitting several applications ( i) individually and in grouping with other economic operators, or ii) within differently composed groupings) and of the groupings within which they would participate is drawn to the prohibition of multiple participations at the stage of submission of tenders by Article 54, § 2, of the Royal Decree of 18 April 2017. The consequence of this prohibition is that the tenders submitted by tenderers concerned by multiple participation will all have to be rejected.In the event of the selection of the two candidates concerned by the multiple participation of an economic operator, the latter will only be able to submit a tender within one of the two candidates. The candidates concerned must anticipate this situation to avoid the rejection of their offer.In the event of multiple participation by one or more economic operators, the selection procedure will proceed as follows:1) Firstly, the contracting authority will analyse and provisionally rank the applications concerned, taking account of any duplication of applications;2) Secondly, it will inform the groupings concerned by a risk of duplication of tenders of their provisional ranking and will invite the operators present in several groupings to choose the one by which the tender is submitted;3) In the third stage, it will proceed to the final classification of the applications after the withdrawal of one or more groupings concerned by the risk of a double offer and will invite the various candidates to formulate an offer.
