This acquisition is for architect-engineer (A-E) services, and is procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A-E firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, and (2) any requested supplemental data to the contracting office shown. The Saint Lawrence Seaway Development Corporation (SLSDC) requires a professional engineering firm to perform Arc Flash Hazard studies at multiple SLSDC facilities in Massena, New York in conformance to NFPA, IEEE, NESC and OSHA requirements.
The studies shall include but not necessarily be limited to:
1. Short Circuit Analysis
2. Coordination Study
3. Arc Flash Hazard Analysis - IEEE 1584-2018
4. Updating/Creating Drawings
5. PPE & Tool Requirements
6. Labeling
7. Training
8. Recommended Mitigation/Reduction

There are ten overall SLSDC facility locations. The SLSDC intends to award one (1) location on or about May 22, 2019. The remaining facility locations and equipment will be optional requirements to be awarded at a later time based on satisfactory completion of previously awarded work, and availability of funding. The anticipated substantial completion date for the base requirement (one location) is three months after award and all other areas within 24 months, if awarded.
All services required to accomplish this objective will be the responsibility of the Contractor and may include opening power panels and enclosures, examining wires, switching, testing, and applying labels. Electrician work shall be performed by or under the supervision of a journeyman electrician.

Detailed reports shall be stamped by a licensed New York State Professional Engineer.
Firms responding to this announcement before 3:00 PM on the closing date of May 13, 2019, will be considered for selection, subject to any limitations indicated with respect to size of the firm, specialized technical expertise or other requirements listed. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selections of firms for negotiation shall be based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria as follows: (1) Specialized experience and technical competence in the type of work required. The company must have specific experience within the last five (5) years performing similar work; (2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (3) Professional qualifications necessary for satisfactory performance of required services. Personnel performing electrician work must be NFPA 70E qualified. Designated individuals must have specific experience, within the last five years performing similar work; (4) Capacity to accomplish the work in the required time; and (5) Location in the general geographical area of the project and knowledge of the locality of the project. Selection criteria is listed in order of importance. Estimated period of performance is June 2019 through June 2021. This is a total small business set-aside procurement.  The SLSDC contemplates awarding a time and material type contract.
